About The Position

The Chief Compliance and Operations Officer (CCOO) is a results-oriented, executive position that directs the success and growth of The Arc’s array of programs, staff, and mission-driven impact. This executive will have a results-oriented record of achievement and an aptitude for spearheading sustainable organizational and operational change. They think and act at the strategic level in directing organizational programs, envisioning and recommending program development, and reporting quantitative and qualitative outcomes. The CCOO is an exempt position and reports to the Chief Executive Officer (CEO).

Requirements

  • The CCOO will be thoroughly committed to The Arc’s mission and vision.
  • Proven leadership, coaching, and relationship experience.
  • Advanced degree with at least 8 years of senior management experience within the non-profit arena.
  • Demonstrated experience designing and implementing innovative programs and facilitating funding proposals and budget creation.
  • Excellence in organizational leadership with the ability to coach staff, oversee and develop high-performance teams, and set and achieve strategic objectives.
  • Excellent organizational and interpersonal skills, including the ability to resolve disputes and observe confidentiality, exercising tact in dealing with sensitive, nuanced, and confidential issues and situations.
  • A leadership style characterized by openness, trust, collegiality, and creativity with the capacity to continue providing effective leadership, adjusting when confronted with conflict, crisis, or shifting goals.
  • An adaptable multi-tasker with the ability to control and move forward on several priorities simultaneously.
  • Adept at leading team and supervisory meetings and engaging staff to achieve high levels of performance.

Responsibilities

  • Leadership and oversight of The Arc’s team of more than 60 employees across all programs.
  • Facilitate expansion and execution of its mission.
  • Evaluate program effectiveness and address issues necessary to obtain desired outcomes towards the goal of continuous quality improvement.
  • Lead, oversee, and support The Arc’s team of Directors of Programs, individual program leaders, and support staff to build a diverse workforce, as well as strong management and operational teams, by making decisions, taking actions, and allocating resources that are supportive of the agency's mission and strategic plans.
  • Coach and direct staff development and training initiatives to enhance employee performance, engagement, and organizational effectiveness.
  • Provide leadership, coaching, and support to foster professional growth, build strong teams, and promote a culture of continuous learning.
  • Lead inclusive parent engagement activities that build strong, collaborative partnerships between families and the organization.
  • Develop and implement strategies such as hosting parent workshops, facilitating family advisory groups, and organizing community events to encourage meaningful participation.
  • Regularly evaluate staff, address performance issues, provide feedback and coaching, and cultivate a standard of excellence among the team.
  • Increase the visibility of The Arc in the communities we serve.
  • Develop, strengthen, and maintain positive working relationships with both internal and external stakeholders.
  • Oversee the facilitation of the agency's CARF Accreditation and maintain a working knowledge of accreditation standards, as well as the regulatory and contractual requirements of the agency and its programs.
  • Ensure full compliance with California Department of Community Care Licensing standards by implementing and maintaining policies, procedures, and practices that meet all regulatory requirements.
  • Ensure full compliance with all California Regional Center standards and reporting requirements.
  • Serve as the primary liaison with Regional Center representatives, coordinating audits, responding to inquiries, and ensuring transparency and accountability in all reporting processes.
  • Develop, update, and implement staff and program policies and procedures and monitor their administration to ensure efficiency in operations.
  • Work closely with The Arc’s HR consultant to ensure all employee standards are met.
  • In partnership with the CEO and CFO, develop and oversee a budget of $3M+ with the intent to grow revenues annually.
  • Work closely with the CFO and the Accounting Department to ensure that programs continuously operate within fiscal goals and constraints.
  • Begin to build partnerships in new markets, establishing relationships with funders and community leaders.
  • Use external presence and relationships to garner new opportunities.
  • Lead and oversee The Arc’s Programs and Services Committee and any related sub committees.
  • Assist in the development and implementation of strategic plans to ensure organizational goals are met while maintaining and advancing the health and stability of the organization.
  • Break new ground, expand programs, and serve new communities to support organizational growth and serve more individuals.
  • Act as an external presence that publishes and communicates program results with an emphasis on the successes of the organization.
