Reporting to the Director of Workforce Development, the Certified Nursing Assistant Training Program Manager works on the Workforce Development Team supporting Care Pathways. The Certified Nursing Assistant Training Program Manager supports workers in Oregon homecare, skilled nursing facilities, other long-term care settings as they take their CNA training, and work toward certification and job placement/career navigation in order that workers can thrive in their careers. The Certified Nursing Assistant Training Program Manager is part of a team of professionals who help deliver the Oregon State Board of Nursing approved curriculum and Care Pathways to NA programs to participants. This position is also responsible for coordinating with the Workforce Development Team, and other key partners, to work directly with instructors and external instructional networks and vendors to provide instruction virtually and in-person toward achieving participants' professional goals. While each RISE employee is assigned to a specific team, we operate within a collaborative shared services model that encourages cross-departmental support. Some employees contribute to multiple teams, allowing us to leverage resources more efficiently. This structure enables our staff to focus on delivering high-impact programs that advance our mission, ensuring every resource is used strategically to drive meaningful change.

Requirements

  • Meet current OSBN requirements for CNA program director as described in Division 61 "Standard for Education Programs for Nursing Assistants"
  • 3+ years of team leadership and supervision
  • 2+ years of instructional program management
  • 2+ years of developing and designing healthcare curriculum
  • Experience with Learning Management Systems (LMS), including implementation, support and assessment
  • Technology and Digital Fluency (See above)
  • Skilled in leadership, talent development and building organizational culture
  • Ability to think strategically, and demonstrate good judgment & quality decision-making
  • Knowledge of communications practices and skilled collaborator
  • Instructional program design and delivery expertise

Responsibilities

  • Collaborates with the Curriculum Development team to design and refine the NA Training Program including OSBN approved curriculum and associated Care Pathways to CNA programs.
  • Leads the implementation, instructional delivery and online support models, ensuring high-quality, compliant, and scalable program delivery.
  • Ensures instructional delivery models effectively serve both externally recruited participants and incumbent care providers.
  • Adapts instructional models and delivery approaches in response to program needs, participant populations, and evolving training environments.
  • Contracts with external instructional networks and monitor contract deliverables and payments.
  • Builds instructional schedules that meet the program deliverables.
  • Procures clinical site and ensures instructional and testing program facilities meet standards.
  • Ensures team and external networks follow instructional workflows and standard operating procedures (SOPs).
  • Identifies need for new workflows and SOP’s and provides subject matter expertise in the cross functional development and coProcuerntinuous improvement process.
  • Anticipates future program operational needs, risks, and trends and develops forward-looking strategies and implementation plans.
  • Leads special initiatives and transformation projects as assigned.
  • Acts as an escalation point for complex program issues.
  • Serves as the primary liaison to the Oregon State Board of Nursing (OSBN) for NA training program approvals, reporting, and compliance.
  • Ensures NA training programs meet all applicable regulatory, certification, and accreditation requirements, including OSBN Divisions 61 and 62.
  • Oversees preparation and submission of required documentation, reports, and program updates to regulatory bodies.
  • Monitors regulatory changes and ensure timely updates to program practices, instructional delivery, and documentation.
  • Ensures program readiness for audits, site visits, and regulatory reviews.
  • Aligns operational practices with Board policies, regulatory standards, and internal governance requirements.
  • Establishes and maintains instructional delivery standards to ensure consistency, quality, and alignment across all internal and external training environments.
  • Leads instructional quality assurance efforts, including observation, feedback, and continuous improvement of instructional practices across Nurse Aide Instructors(NAIs).
  • Oversees recruitment, onboarding, training, and ongoing supervision of NAIs.
  • Designs and delivers “train-the-trainer” models to ensure consistency and quality across internal and external instructional staff.
  • Manages relationships with external instructional partners and vendors, ensuring high-quality and consistent program delivery.
  • Monitors participant progress, quizzes, exams and certification pass rates to ensure program delivers to desired outcomes.
  • Monitors participant satisfaction, instructional effectiveness, classroom and lab experiences, and learning outcomes to implement improvements based on data and feedback.
  • Leads program evaluation efforts to assess online and in person instructional quality, participant outcomes, and overall program effectiveness.
  • Connects team members to RISE’s mission and values, reinforcing purpose, belonging, and alignment with organizational goals.
  • Fosters a high-trust, high-engagement team culture grounded in shared ownership of outcomes.

  • Supports development and refinement of career pathway frameworks, tools, and resources to strengthen participant progression and workforce outcomes.
