Requirements

  • Minimum of FIVE (5) years’ experience with working in a management position in Base Civil Engineer Operations Flight.
  • Experience using Microsoft Office applications.
  • Knowledge of project closeout procedures, preventive maintenance, construction, and repair terminology and processes.
  • Familiarity with Air Force Civil Engineering guidance, rules, and regulations.
  • Knowledge and experience with federal government procurement specifications and standards.
  • Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
  • Ability to obtain a Secret Security clearance.
  • Ability to acquire and maintain government identification/common access card.
  • Valid Driver’s License with acceptable driving record pertinent to the position.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • Must be able to read, write and speak English.
  • U.S Citizenship.

Responsibilities

  • Oversees the management of comprehensive facilities maintenance and repair program
  • Participates in the development and administration of project goals, objectives, and procedures.
  • Prepares clear and concise administrative and financial reports.
  • Manages a staff of Supervisors and Shop Leads.
  • Reads and interprets plans, specifications and drawings. Serves as a technical advisor.
  • Analyzes problems, identifies alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Researches, analyzes, and evaluates new service delivery methods and techniques.
  • Interprets and applies Federal, State, and local policies, laws, and regulations.
  • Develops and implements an ongoing preventative maintenance program for buildings and facilities.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
  • Plans, directs, coordinates, and reviews the work plan for assigned staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
  • Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
  • Oversees and participates in the development and administration of the Department’s annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approve expenditures; implements adjustments.
  • Prepares and presents long range plans and forecasts for space, operational, maintenance and equipment and program requirements; assists in the preparation, coordination and control of the capital improvement budget for the facilities program.
  • Serves as the liaison for the Operations Department with other divisions, departments, and client groups; negotiates and resolves sensitive and controversial issues.
  • Able to inspect and diagnose problems to determine corrective actions/repairs in all the trade levels.
  • Responsible for processing departmental time sheets.
  • May occasionally be required to operate customer and company-owned motor vehicles.
  • Supports other department staff as needed or directed.
  • Adheres to the established company safety and personnel policies and standard procedures.
  • Effectively coordinating several projects simultaneously.
  • Communicating effectively orally and in writing.
  • Completing all mandated training requirements per government and management directives.
  • Timely and cost-effective performance of duties.
  • Dealing with a variety of people in a professional, courteous manner in diversified situations.
  • Adherence to established company operating policies, procedures and accepted industrial practices.
  • Compliance with company Standard Operating Procedures and Personnel policies and procedures.
