About The Position

Amentum is seeking a Case Initiation Team Support Specialist to support the National Geospatial-Intelligence Agency (NGA) and Office of Security (SIS) in Springfield, VA. This role involves providing comprehensive support and maintenance to established Personnel Security (PERSEC) programs, ensuring the smooth execution of daily NGA PERSEC & Case Initiation Team operations. The specialist will be responsible for preparing and administering PERSEC program briefings, writing reports and whitepapers, and presenting information to SISPI leadership and other NGA stakeholders regarding program requirements and regulations. A key aspect of the role is accurately maintaining and updating various security databases and files, such as PeopleSoft, SISPI SharePoint, and internal SISP folders, in a timely manner. The specialist will also handle inquiries via phone and email, conduct checks of security databases, and assist in maintaining customer distribution lists. They will be responsible for escalating security issues to government Team Leads and assisting in developing recommendations for program improvements. Providing excellent service and guidance to internal and external customers is crucial, utilizing security concepts to analyze and recommend solutions for complex issues. A significant responsibility includes documenting and submitting Weekly Activity Reports (WARs) and collecting, investigating, researching, documenting, and forwarding all reportable information from employees and contractors within mandated timelines. The role requires processing applicants and employee periodic re-investigation initiations within strict deadlines (14 and 15 calendar days respectively) to meet IRTPA/DNI mandates, identifying any outstanding actions that may impact these timelines, and processing CIA Detailed cases and Phased Eligibility cases within specified business days. Prioritizing high-priority initiatives and cases as assigned by the Government Team Lead is also essential.

Requirements

  • TS/SCI clearance and must be willing to undergo a polygraph exam.
  • Bachelor’s Degree or equivalent experience in a related field to personnel security.
  • 3-6 years’ experience in personnel security in the DOD/IC.
  • A minimum of 1 year of previous Background Investigator, Personnel Security Specialist, or TS/SCI adjudicative experience.
  • Familiarity with reviewing Standard Form-85/86 and understand scoping requirements.
  • Understand and be able to analyze the security repositories (e.g., JPAS/DISS, Scattered Castles, DCSA’s NP2 Portal, eQIP, PIPS/CVS).

Nice To Haves

  • Knowledge of SEADS 4, and 6 and a deep understanding of SEADS 3 and 7 and understand how to apply the regulation appropriately to each case.
  • Understand the Continuous Evaluation (CE) implementation under ODNI for IC agencies.
  • Understand the application of reciprocity to applicant cases enrolled in DOD CE with a deferred investigation.

Responsibilities

  • Provide support and maintenance to established PERSEC programs.
  • Support the execution of the day-to-day NGA PERSEC & Case Initiation Team program.
  • Prepare, support, and administer PERSEC program briefings, as needed.
  • Prepare, write, and present reports/whitepapers, various forms of correspondence, as required.
  • Brief SISPI leadership and other NGA KC’s regarding the program requirements and regulations.
  • Appropriately and accurately maintain and update databases and files (i.e., PeopleSoft security system of records, SISPI SharePoint Page, internal SISP file folders, etc.) with data entry in a timely manner/real time.
  • Respond in a timely manner to all telephone and/or email actions, questions, or status inquires to include checks of internal and external personnel security databases.
  • Assist in maintaining distribution lists for customers to contact PERSEC, as needed/required.
  • Bring case security issues to the attention of the government Team Leads.
  • Assist the government PERSEC team to help in developing recommendations for improvement.
  • Provide service excellence in guidance and resolution to internal and external customers’ questions and inquiries in a timely manner for support to their programs.
  • Utilizes a variety of security concepts, principles and practices to analyze and recommend solutions for difficult and complex security issues.
  • Document and provide Weekly Activity Report (WAR) actions in the SISP designated template and timeline to the Government Team Lead.
  • Collect, investigate; research, document, and forward to adjudications, all reportable information from employees and contractors within the mandated timelines (e.g., IRTPA, DNI, etc).
  • Prepare accurate and quality reports of investigation.
  • Process applicants within 14 calendar days to meet IRTPA/DNI mandates.
  • Process employee periodic re-investigation initiations within 15 calendar days to meet IRTPA mandates.
  • Identify any outstanding actions on a weekly basis to the government Team Lead to may impact IRTPA mandate timelines.
  • Process CIA Detailed cases within seven business days of assignment.
  • Process Phased Eligibility cases within seven calendar days of completion of polygraph (e.g., FLEX processing), as assigned.
  • Prioritize high-priority initiatives/cases as coordinated/assigned by the Government Team Lead.
