About The Position

Emagine IT is seeking a Capture and Proposal Strategist to lead and manage proposal operations across the full proposal lifecycle, ensuring the development of compliant, high-quality, and strategically positioned responses that support organizational growth objectives. The position is a direct report to the Director of Growth. As a key member of the Growth Team, this role serves as the lead proposal manager for high-priority and strategic pursuits, coordinating cross-functional teams, managing proposal processes, and driving on-time, high-quality submissions in response to Federal Government solicitations. In partnership with business development and capture leads, the Capture and Proposal Strategist supports opportunity positioning, pursuit planning, win strategy development, and customer-focused messaging to strengthen competitive positioning and align proposal efforts with organizational priorities. This role combines operational leadership, strategic collaboration, process management, and persuasive communication to improve proposal quality, increase win rates, and enhance overall business development performance. The successful candidate will bring a demonstrated, verifiable record of winning Federal proposals and industry-recognized credentials in proposal management. This position is based out of North Bethesda, Maryland.

Requirements

  • Bachelor's degree in a relevant business, technical, or professional field of study, or equivalent experience.
  • 5+ years of proposal management, business development, or related experience supporting Federal Government procurements.
  • Demonstrated record of leading winning proposal efforts in the Federal market, with measurable outcomes such as win rates, contract awards, or proposal evaluation scores.
  • Experience managing complex, multi-stakeholder proposals under rapid turnaround deadlines.
  • Working knowledge of Federal solicitation types (e.g., RFPs, RFQs, RFIs, task orders under IDIQ vehicles) and response requirements.
  • Strong project management, facilitation, and organizational skills.
  • Excellent written and verbal communication abilities.
  • Ability to obtain and maintain a U.S. Government security clearance.

Nice To Haves

  • Active U.S. Government security clearance or prior clearance eligibility.
  • APMP certification (Foundation, Practitioner, or Professional level).
  • Formal proposal methodology training (e.g., Shipley).
  • Experience supporting growth or capture teams through the full BD lifecycle.
  • Familiarity with CRM and proposal management tools.
  • Experience applying generative AI tools to improve proposal development efficiency and quality.
  • Knowledge of market research, competitive analysis, or pipeline planning.

Responsibilities

  • Partners with the Growth Team and leadership to identify and support pursuit opportunities aligned with organizational goals.
  • Contributes to bid/no-bid decisions, pursuit planning, and competitive positioning efforts, including participation in gate reviews.
  • Supports capture activities through development of messaging, win themes, and value propositions.
  • Leads and manages the full proposal lifecycle from pre-RFP planning through submission and post-submission debriefs.
  • Serves as proposal manager for strategic and high-priority pursuits.
  • Interprets technical and management requirements of Federal Government solicitations (e.g., RFPs, RFQs, RFIs, task orders) and establishes compliant response structures.
  • Develops and manages proposal schedules, compliance matrices, outlines, and content plans.
  • Facilitates kickoff meetings, color team reviews, and cross-functional working sessions.
  • Ensures all submissions meet compliance, quality, branding, and deadline requirements, eliminating risks of disqualification due to technicalities or noncompliance.
  • Coordinates contributions from technical teams, subject matter experts, pricing, contracts/legal, and leadership stakeholders.
  • Serves as the primary coordination and communication lead for proposal activities.
  • Promotes alignment across growth, business development, marketing, and delivery teams.
  • Supports development of persuasive proposal content, executive summaries, and customer-focused messaging.
  • Helps refine win themes, differentiators, and strategic positioning.
  • Maintains and improves proposal templates, reusable content, and knowledge management resources.
  • Tracks proposal performance metrics, including win rates and proposal turnaround times.
  • Conducts lessons-learned reviews and recommends process improvements.
  • Continuously improves proposal workflows, tools, and best practices to increase efficiency and quality, including responsible use of approved AI-enabled tools to accelerate proposal development.
