About The Position

Assists in overseeing and coordinating the operations of the Law Enforcement Services Division. Assesses and evaluates work product of division by reviewing reports, maintaining statistics, and identifying geographical locations to increase law enforcement presence. Ensures compliance with State and Federal laws, and accreditation standards. This designation is conferred by the Sheriff and retention of designation is at the pleasure of the Sheriff. Work may involve an element of personal danger.

Requirements

  • Associate's degree or equivalent from two-year college or technical school with a major in criminal justice or related field; five to ten years experience and/or training in police work and supervision; or equivalent combination of education and experience.
  • Skill in the use of firearms.
  • Ability to read, analyze, and interpret journals, reports, and legal documents.
  • Ability to respond to inquiries or complaints from citizens, regulatory agencies, or members of the business community orally and in writing.
  • Ability to effectively present information to management, public groups, and/or boards of directors.
  • Ability to resolve conflicts.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret a variety of instructions and deal with several abstract and concrete variables when working collaboratively toward a common issue or resolution.
  • Possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia.
  • Holds current Department of Criminal Justice Services (DCJS) Law Enforcement certification.

Responsibilities

  • Plans, directs, coordinates and supervises the daily operational activities of the law enforcement division
  • Reviews sheriff activities and reports of crime incidence
  • Assists in the preparation of press releases and media information
  • Evaluates subordinates and participates in promotion and personnel transfer decisions
  • Assigns and reviews investigations and prepares reports on results
  • Evaluate and recommend equipment, training, policies, procedures, goals and objectives
  • Administers personnel policies, including disciplinary action when necessary
  • Acts as department liaison with other governmental agencies, boards and committees
  • Coordinates division response with other sheriff divisions and units
  • Addresses citizen complaints against department personnel
  • Develop and implement patrol, preventive and investigative strategies
  • Effectively deals with individuals from a wide variety of backgrounds, including those who are angry and upset.
  • Maintains sensitivity when dealing with distressed or distraught persons; manages efforts or develops plans of subordinate personnel when dealing civil disturbances to include:
  • Maintains knowledge of biological and chemical threats and responses.
  • Maintains knowledge of Homeland Security and terrorist threats at the local level.
  • Handles critical incidents pursuant to ICS protocols.
  • Maintains proficiency in a wide range of specialty activities as trained and assigned.
  • Enforces and assists in the development of departmental and institutional rules, regulations and procedures necessary to maintain the security of the courthouse, courts and jail
  • Ensures the continual compliance with all departmental policies, procedures and state and local laws and regulations
  • Investigates criminal and institutional violations which occur within the jail, courthouse, and the community; ensures the investigation of inmate complaints and rule violations
  • Ensures the service of all civil process and mental hygiene warrants
  • Oversees the collection of monies derived from civil process and provides security for the depositing of such monies; maintains custody of inmate funds and assists in audits as required by State and local law
  • Responds to correspondence and other inquiries concerning the operation of the Sheriff's Office
  • Approves work schedules and ensure that staffing requirements are maintained
  • Ensures the maintenance of departmental records and proper preparation of reports
  • Coordinates personnel training as required
  • Evaluates results achieved and ensures conformance to state and national standards
  • Communicates with the personnel quarterly through performance evaluations
  • Attends community meetings and engages with the citizens of the City of Roanoke
  • Supervises employees in the Law Enforcement division of the Sheriff’s Office.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.
