About The Position

Under the direction of the Director of Development, and in coordination with the Director of Housing Management, the Capital Projects Inspector is responsible for all technical aspects of the Authority’s capital projects to include new construction, rehabilitation, and improvements on PRHA properties. Reviews design and construction documents. Perform inspections of construction to ensure that such work is being performed in accordance with project plans and specifications and in accordance with the City, Virginia Housing) and the U.S. Department of Housing and Urban Development (HUD) requirements. Prepare, review and approve construction cost estimates, change orders and daily reports; perform Davis-Bacon wage interviews and maintain a precise, accurate daily journal of activities. Serves as the Authority’s Section 504 Compliance officer ensuring all dwellings are accessible with respect to the design, construction, or alteration of dwelling units to be readily accessible to and usable by individuals with handicaps.

Requirements

  • Thorough knowledge of residential and commercial construction for new construction, rehabilitation and repair/replacement of building systems and structures, including plumbing, heating, electrical, roofing, masonry, concrete and carpentry.
  • Ability to read, interpret and revise technical drawings and specifications is required.
  • Must be familiar with construction standards and building codes.
  • Thorough knowledge of Federal, State and local contracting and purchasing regulations.
  • Thorough knowledge of Virginia Housing, HUD, UFAS and Section 504 Compliance policy and regulations.
  • Knowledge of Asbestos Containing Material and Lead-Based Paint Abatement.
  • Must be familiar with contract standards.
  • Ability to maintain accurate files and data.
  • Ability to monitor the required documentation relative to the contracts and various Department of Housing and Urban Development (HUD) regulations to CFP.
  • Ability to multi-tasks, Must be dependable, work independently in the absence of specific instructions, and exercise good judgment and initiative.
  • Must have the ability to understand and follow oral and written instructions.
  • Must be available to work during emergencies and other unscheduled working hours.
  • In the event of emergencies, must be accessible, preferably by telephone or other effective means.
  • Promotes a positive image of the Authority by establishing and maintaining to the greatest extent possible a viable and positive working relationship with residents, co-workers, local agencies and all appropriate agencies of the City with which the Authority may come into contact.
  • Ability to perform job assignments in inclement weather.
  • Ability to physically access apartment dwellings.
  • Ability to stoop, kneel, bend, stretch, crawl and climb a ladder, etc.
  • Ability to operate a variety of automated office machines, i.e., computer, copier, printer, fax machine, telephone, calculator, etc.
  • Ability to move, carry and/or operate objects and materials such as files, computer printouts, reports, etc.
  • Ability to operate an automobile, be insurable by the Authority’s automobile insurance carrier, possess, and maintain a valid Driver’s License issued by the Commonwealth of Virginia throughout the duration of employment.

Nice To Haves

  • Any combination of education and/or experience equivalent to graduation from an accredited college or university with major course work in architecture and/or engineering and/or ten years' experience in the construction field preferably in residential construction.
  • Three years experience of proven progressively responsible performance of administrative abilities and related experience in the required fields noted above.

Responsibilities

  • Assists in the preparation and review of project scope of work, architectural/engineering design documents and technical specifications for Authority construction, rep and improvement projects.
  • Approve invoices for payment, when necessary.
  • Provide input for the Authority’s multi-year CFP plan.
  • Coordinates capital project activities (e.g., construction, renovation, repairs, inspections, contractor and architect meetings, construction monitoring, project close-out, schedules, reports, etc.) for the purpose of ensuring that all phases of construction project are completed within specifications.
  • Inspects and/or assists in inspecting all aspects of construction (e.g., exterior, interior, walls, electrical, roof, concrete, paint, etc.) for the purpose of ensuring compliance with plans, specifications, and local codes and ordinances.
  • Maintains a variety of manual and electronic files and/or records (e.g., architectural plans and specifications, material samples, job related communications, etc.) for the purpose of providing up-to-date reference and complying with regulatory requirements and established guidelines.
  • Monitors project activities (e.g., contractor performance, costs, time and materials, schedules, budgets, change orders, etc.) for the purpose of ensuring Authority objectives are achieved within budget and timeframes and in compliance with established requirements.
  • Maintains a comprehensive awareness of the contractual activities and other matters which are pending.
  • Recommend resolutions for delays, disputes and changes in the scope of work.
  • Prepares and maintains various records and reports pertaining to status of ongoing construction projects; schedules appointments; conducts final project inspection and recommends acceptance of work.
  • Confers with contractors, property owners, developers, architects, engineers, and others regarding inspection requests, construction codes and building plans.
  • Serves as an Authority and/or department representative in a variety of meetings (e.g., contractor, consultants, property managers, property maintenance staff, local officials, etc.) for the purpose of conveying and receiving information related to assigned projects and activities.
  • Observes all safety rules and regulations.
