About The Position

The Information Services Division (ISD) is seeking a highly motivated individual to serve as an Applications Developer Senior/Lead for the SWAT Team within AHCCCS. This position performs advanced systems analysis, application design, development, integration, testing, implementation, and support activities for complex enterprise systems. The Applications Developer Senior/Lead serves as the technical lead on major development initiatives and is responsible for analyzing business requirements, designing scalable solutions, developing and supporting enterprise applications, and ensuring adherence to architectural standards and development best practices. The position provides technical leadership, mentoring, and guidance to development staff; coordinates development activities; and works closely with project managers, business stakeholders, and technical teams throughout the software development lifecycle. Additional responsibilities include evaluating emerging technologies, supporting system integrations, reviewing technical designs and code, maintaining technical documentation, resolving complex production issues, and participating in on-call support as required. The incumbent works independently with minimal supervision and exercises considerable judgment in resolving complex technical and business challenges. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Requirements

  • Working knowledge of a variety of computer programming language(s) - (C#, ASP.NET and ADO.NET)
  • Working knowledge of software development methodologies (waterfall, agile)
  • Working knowledge of JavaScript, jQuery and style sheets
  • Broad knowledge of web technologies, including HTML, XML, ActiveX; .NET framework and related operating systems relevant to the environment being used by the agency
  • Working knowledge of SQL 2000 and above and relational database structures
  • Working knowledge of COM/DCOM and ODBC
  • Conversant in Object Oriented Terminology and Techniques, Visual Studio, Web Services, Team Foundation Server and Microsoft Office Suite

  • Complex coding of C#, ASP.NET, and ADO.NET

Nice To Haves

  • Two years' experience in full life cycle software development, which includes requirement definition, analysis, design, coding, system testing, documentation, and implementation.
  • Work experience and knowledge in the following areas: Healthcare industry, EDI Transactions (ANSI X12 transactions 270/271, 276/277, 278, 820, 834, 835, and 837), TIBCO Foresight software (Transaction Insight, Foresight Studio and Instream), IBM WTX (Websphere Transformation Extender).

Responsibilities

  • Lead technical systems analysis activities; collaborate with Business Analysts, stakeholders, and project teams to define requirements, identify system constraints, evaluate solution alternatives, and recommend innovative approaches that support business objectives. Provide guidance on complex functional and technical requirements.
  • Design, develop, and oversee implementation of complex enterprise applications, integrations, APIs, and multi-tiered solutions. Establish technical design standards, review architecture decisions, and ensure solutions align with enterprise development best practices, security standards, scalability requirements, and long-term maintainability.
  • Lead major development projects and provide technical leadership throughout the software development lifecycle. Coordinate development activities, assign or review technical work, monitor project progress, and resolve complex technical challenges to ensure successful project delivery.
  • Perform and oversee unit, system, integration, and user acceptance testing activities. Lead troubleshooting efforts, conduct root cause analysis, and ensure application quality, reliability, and performance prior to production deployment.
  • Analyze, support, and optimize production applications and systems. Lead efforts to resolve complex production issues, improve application performance, implement continuous improvement initiatives, and identify opportunities to reduce technical debt and increase operational efficiency.
  • Provide technical leadership, mentoring, training, and guidance to Applications Developers and other technical staff. Review code, share best practices, assist with skill development, and support on-boarding and training of new team members. Lead peer code reviews, design reviews, and architecture discussions to ensure compliance with development standards, coding practices, security requirements, and system integration principles.
  • Prepare and maintain technical documentation, including application specifications, architecture diagrams, integration designs, test plans, deployment procedures, and operational support documentation.
  • Participate in project planning, status meetings, and cross-functional initiatives. Evaluate emerging technologies, recommend improvements, identify resource needs and technological risks, and contribute to strategic technology planning and budgeting activities.
  • Respond to escalated production issues and participate in on-call support.
