About The Position

The City of Belleville is seeking a highly motivated, strategic, and dynamic individual to join our People & Corporate Services Department as a By-Law Enforcement Officer. This permanent full-time position involves ensuring compliance with municipal bylaws, investigating alleged offenses, and negotiating compliance with property owners and tenants. The role may also involve legal action, preparing reports, and attending court proceedings. Requirements

  • Two (2) year college diploma in Legal Administration, Law and Security, or acceptable equivalent training and experience
  • Membership and Certification with the Ontario Association of Property Standards Officers
  • Valid “G” Class Driver’s License and a satisfactory driver’s abstract to be held and maintained
  • Satisfactory Criminal Record Check (“CRC”) prior to commencing work at the City of Belleville.
  • Minimum 2 years’ experience in Bylaw enforcement
  • Customer service skills including strong communication and de-escalation skills
  • Ability to handle high stress situations

Nice To Haves

  • Knowledge of Property Standards Bylaw, Yards Bylaw, Building Code Act, Municipal Freedom of Information Act, Landlord and Tenant Act and Provincial Offences Act.
  • Experience with CityView

Responsibilities

  • Determine, in accordance with the legislation and bylaws, any violations that may have occurred and the correct response
  • Determine appropriate steps to take throughout duties and be able to escalate issues that are beyond scope as needed
  • Make determinations through investigative processes
  • Enforce City bylaws as assigned
  • Respond to public inquiries
  • Schedule Inspections
  • Conduct site inspections of properties within the City with regard to structure, plumbing, wiring, heating, sanitation, fire and life safety and other by-law related matters
  • Perform inspections and investigations in accordance with appropriate legislation and provide enforcement
  • Serve notices and orders as required to property owners and other affected parties when violations of by-laws are noted
  • Advise owners and other affected parties of remedial measures required to comply with City By-laws
  • Prepare reports and maintain inspection records and correspondence as required and as necessary for any resulting legal proceedings that may be required
  • Coordinate and provide guidance to contractors to remediate noncompliance
  • Process Contractor invoices as a result of remedial action
  • Liaise and provide support for other organizations/contractors
  • Issue charges pursuant to the Provincial Offences Act
  • Prepare court briefs and attend court proceedings to provide evidence in legal proceedings as necessary
  • May be engaged by the Province of Ontario or Federal government to enforce Emergency Orders and Regulations
  • Communicate professionally, and effectively with staff, consultants, agencies and members of the general public, promoting a high standard of customer service
