About The Position

The position performs intermediate-level procurement functions in support of municipal operations. This position is responsible for acquiring goods and services in compliance with state law, city ordinances, and established purchasing policies. The Buyer II exercises independent judgment in procurement activities, supports competitive solicitation processes, and provides guidance to departments under the Purchasing Manager's direction.

Requirements

  • High school diploma or equivalent.
  • Five years of state or local government purchasing experience.
  • Three years of in-house inventory control experience.
  • Experience in governmental purchasing.
  • Ability to obtain the Texas Certified Contract Developer License through the State Controller's office within one-year.
  • Microsoft experience in Word, Excel.
  • 24/7 on-call availability every other week.
  • Possession of a valid class "C" Texas driver's license or higher.
  • Knowledge of current state and local government purchasing laws.
  • Knowledge of Warehouse operations and procedures.
  • Knowledge of Microsoft products, Incode purchasing and Warehouse modules.
  • Knowledge of Warehouse stock Items for Public Works projects and various City projects.
  • Skill in computer, word processing, spreadsheet software applications, technical writing.
  • Ability to communicate effectively and efficiently on a professional level.
  • Skill ensuring all purchases are made in accordance with state and federal laws and the City of Conroe Purchasing Policy.
  • Ability to type 40 WPM accurately.
  • Ability to lift 50 lbs.
  • Ability to demonstrate excellent communication skills to interact with vendors for the acquisition of items and to ensure delivery in a timely manner.
  • Ability to communicate with department personnel.
