About The Position

This is a senior advisory and strategy role at the intersection of technology and government operations. The Business Technology Strategist is responsible for aligning agency business priorities with enterprise technology investment, serving as a trusted liaison between executive leadership, program agencies, and centralized IT functions. You will play a central role in how Vermont state government plans, governs, and delivers technology-enabled modernization. This is not a technical implementation role, it is a strategic, relationship-driven, and outcomes-focused position for a leader who can think systemically, communicate clearly across audiences, and drive meaningful change in a complex public sector environment.

Requirements

  • A bachelor’s degree in information technology, public administration, business, or a related field
  • Significant professional experience in one or more of the following: Public sector technology strategy or IT governance, Business transformation and enterprise modernization, Enterprise program leadership and organizational change
  • An equivalent combination of education, training, and experience demonstrating the required knowledge, skills, and abilities will also be considered.

Nice To Haves

  • Experience working at the executive or senior advisory level within state or local government
  • Familiarity with enterprise platforms including ERP, HRIS, and financial systems
  • Demonstrated success leading cross-functional modernization or digital transformation initiatives

Responsibilities

  • Partner with agency leadership to align business priorities with technology initiatives and statewide goals set by the Governor's Administration.
  • Provide executive-level guidance on technology investments, long-range modernization planning, and digital service strategy.
  • Serve as the primary liaison between program business units and IT, ensuring investments address real operational needs and deliver measurable value.
  • Build and maintain trusted relationships across agencies, executive offices, and enterprise technology teams.
  • Facilitate cross-agency collaboration to support shared platforms, unified service delivery, and interoperability goals.
  • Translate complex technology concepts into clear, actionable terms that support executive and policy-level decision-making.
  • Collaborate on governance frameworks that promote transparency, compliance, and accountability in technology decisions.
  • Define performance measures and reporting structures to monitor the effectiveness of modernization initiatives.
  • Maintain working knowledge of cybersecurity, regulatory, and risk management requirements to ensure technology adoption aligns with enterprise standards.
  • Evaluate emerging technologies and identify business use cases with potential to improve government operations.
  • Connect innovation opportunities with appropriate agency partners and enterprise technical leads.
  • Articulate the business value and operational impact of modernization investments to non-technical stakeholders.
  • Support cross-functional initiatives to improve business processes through automation, digitization, and standardization.
  • Help agencies reduce operational complexity and adopt modern, consistent approaches to service delivery.
  • Lead change management efforts to ensure adoption of new tools, platforms, and ways of working.
