About The Position

Performs advanced clerical and technical work supporting both Business Tax and Lien Services operations. The Specialist II independently processes business tax receipts, lien payments, and lien searches while assisting with compliance, reporting, and Special Magistrate preparation. Work requires sound judgment, regulatory knowledge, and a high level of customer service. The starting hourly rate for this position is $23.4016 - $26.9118 depending on qualifications. This position is considered an "Essential Position" for the purpose of Emergency Management. Emergency duties will be assigned as needed. This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials.

Requirements

  • Graduation from an accredited college or university with an associate’s degree required.
  • Three (3) of experience in clerical/customer service or related field required.
  • A comparable amount of training, education, or experience may be substituted for the minimum qualifications.
  • Knowledge of bookkeeping principles and procedures.
  • Knowledge of Microsoft Office Suite such as Word, Excel, PowerPoint, and Outlook.
  • Ability to apply such knowledge to work problems.
  • Ability to acquire knowledge of the rules and regulations relative to accounting records.
  • Ability to make mathematical calculations with reasonable speed and accuracy.
  • Ability to communicate effectively in writing and orally.
  • Ability to establish and maintain effective working relationships with employees and the public.

  • Specific vision abilities required by this job include close vision and ability to adjust vision.
  • Employee must be capable of assembling bankers boxes and assisting in boxing monthly records for storage.
  • Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application; however, within thirty (30) days from the date of hire, a State of Florida Driver's License (Class E or higher) must be presented.

Responsibilities

  • Process business tax receipt applications (new, renewal, and transfer), including verification of zoning, building, and State licensing requirements.
  • Perform lien searches, prepare payoff statements, and process lien payments, releases, and recordings.
  • Prepare daily cash reports and assist with reconciliation of business tax and lien revenues.
  • Maintain and update lien and business tax information on City websites and internal tracking systems.
  • Prepare and compile documentation for Special Magistrate hearings; may attend hearings to provide information.
  • Communicate with other City departments, external agencies, and customers regarding business tax and lien matters.
  • Identify discrepancies, resolve routine compliance issues, and escalate complex cases as appropriate.
  • Recommend improvements to procedures to enhance efficiency and customer service.
