About The Position

The Town of Oro Valley is seeking self-driven, solution and detail-oriented candidates to join our Applications team in the Information Technology Department. In this position, you will have the opportunity to use your technical and soft skills to take on challenging projects that will maintain and improve the Town’s Information Technology systems. This position will interact regularly with customer departments, external agencies and contractors in conveying technical information. The ideal candidate will provide courteous, top-notch application and reporting solutions, implement interfaces between applications, run application implementation or upgrade projects, and look at business processes for optimization. Familiarity or experience with Lean, Agile, PMP are all a plus. Under general supervision, serves as a technical IT expert on applications to help achieve strategic Town goals.

Requirements

  • Knowledge and ability to conduct business process analysis using Lean, Six Sigma, or equivalent methodologies.
  • Knowledge and ability to conduct project management in accordance with industry standards.
  • Knowledge of governmental business processes, policies, regulations, and concepts.
  • Knowledge of networking systems and concepts.
  • Knowledge of SDLC, Agile, Scrum, or similar industry standards for development and solution deployment.
  • Knowledge of system-to-system interfacing technologies e.g. webhook, xml, json.
  • Skill in using reporting tools (e.g. SSRS, SSAS, SSIS), and common database query languages (SQL) to develop reports to meet departmental needs.
  • Ability to follow verbal and written instructions.
  • A bachelor’s degree from an accredited college or university in Management Information Systems, Computer Science, IT, or a closely related field.
  • Five (5) years’ experience in project management, software implementation, and/or process mapping.
  • An equivalent combination of education and experience may be considered.

Responsibilities

  • Conducts complex systems analysis and design studies and prepares concept and design specifications and management reports.
  • Consults with management and users to determine the needs of the system.
  • Evaluates business processes and activities that relate to application functionality, recommends improvements and modifications, and writes and modifies operating procedures.
  • Oversees implementation, coordinating tests and observing initiation of the system to validate performance.
  • Prepares various reports, as required, including project schedules and updates, program manuals, charts, and diagrams.
  • Assists with user implementation of computer programs including customer training, manage system setup, and coordinates creation of training and support documentation.
  • Designs new digital solutions by analyzing requirements, constructing, or acquiring workflow charts and diagrams, studying system capabilities, and writing specifications.
  • Determines operational objectives by studying business functions, gathering information, and evaluating output requirements and formats.
  • Evaluates, analyzes, and recommends new releases and enhancements to existing applications.
  • Monitors project progress by tracking activity, resolving problems, publishing progress reports, and recommending actions.
  • Serves as technical lead on complex applications and maintenance assignments by working with department managers and key users to identify project milestones, phases, and elements, form project teams, and establishes project budget requirements.
  • Sets up security within applications, workstations, and database systems using least access best practices.
  • Trains Town employees in software and application usage and develops documentation requirements of programs and systems for users and staff.
  • Uses project management methodologies (i.e. PMI, Agile, Lean) to manage and report on IT projects. This includes charters, change control, project cost tracking, after action, etc.
