About The Position

Contributes to the overall success of the GRCT - Global Regulatory & Controls Technology Department, ensuring US-specific goals, plans, initiatives are executed / delivered in support of the Business and US Compliance team’s business strategies and objectives. Ensures all Technology activities conducted are in compliance with governing regulations, internal policies and procedures. This person will work closely with the Scotia GBM Compliance team and Front Office/Trading Desk personnel in US and Canada. The incumbent will provide dedicated Technology support in the areas of Trade Surveillance and Regulatory Reporting and will assist in responding to regulatory inquiries.

Requirements

  • 5- 7 years of Technical Business Analysis experience.
  • 3- 5 years of Capital Markets Applications technology experience.
  • 3+ years of Equities trading or other Capital Markets instruments product knowledge and or experience required
  • Experience and ability to work with and support Front Office/Trading Desk end users
  • Previous experience working with software/ Application vendor partners, including Broadridge (strongly preferred), Fidessa, and n-Tier would be advantageous.
  • 5+ years of experience with SQL scripting and 3+ years of Python Programming is required
  • Previous hands-on experience working with Compliance and regulatory reporting is required.
  • Regulatory space experience (minimum 2 projects) within Equities, and preferably have worked on the technical implementation of US regulations

Nice To Haves

  • Knowledge in several key regulatory reporting in US: ISG Electronic Blue Sheets, FINRA CAT and CAIS (Reference Database,) Large Trader Reporting Rule (SEC Rule 13h-1), Rule 606 Best Execution Disclosure, LOPR, FINRA ACT and TRACE reporting.
  • Experience with US-based vendors, including Broadridge (strongly preferred), Fidessa, and n-Tier would be advantageous.

Responsibilities

  • Supports a customer-focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
  • The incumbent should have experience in the Capital Markets domain and have a good overall understanding of US market structure, along with the ability to articulate the implementation impact of proposed regulations and other market structure changes on Technology systems and processes.
  • The incumbent should have regulatory space experience (minimum 2 projects) within Equities, and preferably have worked on the technical implementation of US regulations, such as ISG Electronic Blue Sheets, Regulation NMS, SEC Rule 17a-3 and 17a-4, SEC Rule 606a1, 606b3, and FINRA CAT Rule 613.
  • It is preferred that the incumbent have knowledge in several key regulatory reporting in US: ISG Electronic Blue Sheets, FINRA CAT and CAIS (Reference Database,) Large Trader Reporting Rule (SEC Rule 13h-1), Rule 606 Best Execution Disclosure, LOPR, FINRA ACT and TRACE reporting.
  • Leverage communication skills and strong project management skills, interact frequently with Business and Technology stakeholders, and chair regularly scheduled project meetings with stakeholders in US Compliance and with other Technology groups within Scotiabank.
  • Engage software vendors effectively and develop strong partnerships with the vendors, to ensure consistent, steady support and add value for the Compliance and Business end users in the US. Experience with US-based vendors, including Broadridge (strongly preferred), Fidessa, and n-Tier would be advantageous.
  • Oversee the implementations and support of Trade Surveillance platforms, and Trade Surveillance Reports, ensuring Data Quality across all platforms
  • Work with data (trade, position, market and reference data) comfortably and proficiently on an ad-hoc basis. Should know SQL, JSON, FIX protocol well. Scripting knowledge, proficiency with Excel, and pivot tables is key to implementing and supporting BAU activities.
  • Provide technology support to Business lines for Compliance Technology solution(s), including ad hoc queries, user training, and designing and implementing systems enhancements.
  • Ensure that management is kept informed of issues and activities and that problems and issues are escalated appropriately.
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
