About The Position

The Orange County Employees Retirement System (OCERS) is seeking a highly skilled and forward-thinking Information Technology Business Systems Analyst (BSA) to support enterprise-wide technology initiatives focused on Agentic AI, intelligent automation, and business process transformation over the next 3–5 years. This role will work closely with OCERS Information Technology (IT), Information Security, and the Enterprise Project Management Office (EPMO) to evaluate, design, and implement innovative technology solutions that enhance operational efficiency, reduce risk, and improve service delivery to both internal and external stakeholders. OCERS is currently in the process of implementing a new Pension Administration System (PAS). This next-generation platform will leverage advanced capabilities including process automation, orchestration, and agentic AI functionality. The BSA will play a critical role in bridging current-state operations with future-state processes, supporting both the PAS implementation and broader organizational transformation efforts. This is a limited-term position, estimated to last approximately three (3) years.

Requirements

  • Minimum 5 years of proven experience as a Business Systems Analyst (BSA) in an IT environment.
  • Demonstrated project management experience, including managing or supporting multiple concurrent initiatives.
  • Experience working with cross-functional teams including IT, security, and project management offices.
  • Strong analytical, problem-solving, and communication skills.
  • Familiarity with cloud data platforms (Microsoft Fabric, Azure, or similar).
  • Excellent communication skills with the ability to collaborate across business and technical teams.
  • A Bachelor's degree in Computer Science, Information Systems, Management Information Systems, Engineering, Data Science, Mathematics, or another closely related STEM field may substitute for one (1) year of the required experience.
  • A Master's degree or higher in one of the above fields may substitute for two (2) years of the required experience.
  • Speak and hear well enough to communicate in English clearly and understandably in person, over the telephone, and in small groups.
  • Manual dexterity sufficient to use hands, arms and shoulders repetitively to operate a telephone, keyboard, write, and use a calculator.
  • Mental stamina to interact professionally with members of the Board of Retirement, Participating Employers, peers, and members.
  • Vision sufficient to read fine print and a computer monitor.
  • Independent body mobility, agility, and stamina to stand, walk, stoop, bend, and twist, to access a standard office environment.
  • Ability to sit for prolonged periods of time.
  • Body strength sufficient to lift up to 15 pounds and carry files.
  • A valid California class C driver’s license or the ability to arrange necessary and timely transportation for field travel; may be required to use personal vehicle.
  • A complete background investigation is required; a felony or misdemeanor conviction may be a disqualifying factor from employment.

Nice To Haves

  • Experience supporting large-scale system implementations, preferably in pension, financial, or public sector environments.
  • Familiarity with automation, workflow orchestration, and AI-driven solutions, including emerging agentic AI concepts.
  • Lean process improvement certification (e.g., Lean, Six Sigma, or equivalent).
  • Hands-on experience with Microsoft technologies such as: Power Platform (Power Automate, Power Apps).
  • Azure services and integrations.
  • Microsoft 365 and related tools.
  • Experience in evaluating, designing, testing, and deploying enterprise technology solutions.

Responsibilities

  • Serve as a liaison between business units, IT, Information Security, and EPMO to gather, analyze, and document business and system requirements.
  • Translate business needs into functional and technical specifications for system enhancements and new solutions.
  • Support the implementation of the new PAS by aligning business processes with system capabilities.
  • Apply Lean process improvement methodologies to evaluate and streamline existing business workflows.
  • Identify opportunities to reduce manual processes, improve accuracy, and enhance operational efficiency.
  • Lead or support initiatives leveraging automation, orchestration, and AI-driven solutions, including agentic AI.
  • Manage or support IT project work across multiple initiatives in collaboration with the EPMO.
  • Participate in project planning, scheduling, risk management, and status reporting.
  • Coordinate testing, validation, and deployment of new solutions.
  • Evaluate emerging tools and technologies, with a strong focus on the Microsoft ecosystem (e.g., Power Platform, Azure, AI services).
  • Partner with IT teams to design, test, and deploy scalable and secure solutions.
  • Ensure alignment with OCERS IT standards, architecture, and security requirements.
  • Support organizational change by helping stakeholders transition from current processes to future-state operations.
  • Assist with documentation, training, and communication efforts related to system and process changes.
