About The Position

This is a term-limited position with an assignment of 5 years. Under general direction, this role supports Agency Human Resource systems. The primary responsibility is identifying, developing, testing, deploying, and tracking compliance for a variety of programs to support the Agency’s strategic goals. The position provides technical leadership and support for Sound Transit’s learning management system (LMS), Cornerstone OnDemand (CSOD), Human Resource Information System (HRIS), UKG, and support of Sound Transit’s career mobility system (CMS), TalentGuard. This includes offering support, design, development, implementation, delivery, and maintenance of content, assets, and other resources used for HR functions. The role also provides general support to all teams within Human Resources.

Requirements

  • Minimum 4 Year bachelor’s degree in human resources, computer science, management information systems, or similar field, or an equivalent combination of education and experience.
  • Four years of experience as an LMS administrator, HRIS system administrator, or similar position.
  • Familiarity with human resource policies and procedures to ensure the HRIS meets organizational needs and goals.
  • Communication skills to work with all levels of the Agency, consultants, and trainees.
  • System perspectives while addressing and working with multiple needs and perspectives throughout the Agency.
  • Presentation skills, able to present technical and non-technical information to an audience with varying skills and technical background.
  • Working well with technically diverse client groups and a culturally diverse team and clients.
  • Consulting practices to provide resources to management teams and work groups.
  • LMS content design, updates, and reporting.
  • Hands on expertise of Microsoft Office products.
  • Training methods to meet the requirements of the users of HR systems.
  • Application of project, meeting, and time management.
  • Maintaining confidentiality and communicating with tact and diplomacy.
  • Demonstrating a positive customer service orientation with both internal and external clients.
  • Establishing and maintaining effective working relationships with other department staff, management, and vendors, as well as outside agencies.

Responsibilities

  • Amplify the HR department’s vision and strategies and collaborate with HR team members, leaders and other stakeholders across the agency to assess and deliver technical talent systems to deliver data driven insights, seamless employee action processing and complaint personnel records.
  • Administer the learning management system (LMS), career mobility system (CMS) and HR Information System (HRIS) in collaboration with IT.
  • Establish best practices for system administration and make recommendations on system policies and procedures.
  • Identify and communicate opportunities for process and quality improvements, providing feedback on usage, defects, and suggested enhancements.
  • Work with HR subject matter experts to troubleshoot and resolve technical issues related to HR Systems.
  • Serve as point of escalation for support issues, which may include interaction with system vendors and other vendor support services.
  • Prepare, setup, test, and partner with IT to rollout additional features and functionality of HR Systems to the business.
  • Audit HR system records for accuracy and follow-up with departments as needed for corrections.
  • Create and update documentation to train and support all users – administrators and learners on how to use the technology for online and professional development for all systems.
  • Oversee and maintain optimal function of the HRIS, which may include installation, customization, development, maintenance, and upgrade to applications, systems, and modules.
  • Provide technical support, troubleshooting, and guidance to HRIS users.
  • Collaborate with executive leadership and HR staff to identify system improvements and enhancements; recommend and implement solutions.
  • In collaboration with IT, manage permissions, access, personalization, and similar system operations and settings for HRIS users.
  • Program custom functions and documentations such as automated queries, filters, and reports.
  • Compile or assist with the acquisition of complex data reports, summaries, and logs for senior executives and HR staff.
  • Serve as lead representative and liaison between HR, information services, external vendors, and other stakeholders for HRIS design and implementation projects; update HR system enhancements/vendor product maps to align to HR’s annual and long-term plan.
  • Ensure system compliance with data security and privacy requirements.
  • Maintain knowledge of trends and developments in HRIS providers, vendors, and technology.
  • Troubleshoot and automate system capabilities to enable self-service functionality within each system.
  • Champion and model Sound Transit's core values and demonstrate values-based behaviors in everyday interactions across the agency.
