About The Position

The Department of Vermont Health Access (DVHA) is seeking a Business Project Manager to support policy initiatives focused on the health insurance landscape in Vermont. This role will be the primary point person at DVHA for projects and strategic policy initiatives concerning Vermont's health insurance marketplace, including tracking policy changes that impact Vermont Health Connect. Projects may cover areas such as health insurance benefits, qualified health plans, employer-sponsored coverage, health reimbursement arrangements, tax credits and financial assistance, affordability initiatives, and alternative individual health coverage options. The position will be central to a statewide affordability assessment funded by Rural Health Transformation (RHT) funding, aiming to shape the future of the marketplace. Key duties include research, policy analysis, project management, coordinating workgroups, developing presentations, and drafting reports. The ideal candidate will be passionate about health insurance policy and regulation, possess strong research and communication skills, and demonstrate an ability to collaborate with internal and external partners. Prior knowledge or experience in health insurance regulation or healthcare policy is preferred.

Requirements

  • Bachelor's degree AND four (4) years or more of experience where the primary role was project management.
  • OR Associate's degree AND six (6) years or more of experience where the primary role was project management.
  • OR High School diploma or equivalent AND eight (8) years or more of experience where the primary role was project management.
  • Excellent research and communications skills.
  • Demonstrated ability to coordinate with internal and external partners on the achievement of goals.

Nice To Haves

  • Knowledge and experience with health insurance regulation or health care policy is preferred.

Responsibilities

  • Serve as the point person at DVHA for projects and strategic policy initiatives related to Vermont's health insurance marketplace.
  • Track the dynamic policy environment and determine when policy changes impact the marketplace, including Vermont Health Connect.
  • Manage projects related to health insurance benefits, qualified health plans, employer-sponsored coverage, health reimbursement arrangements, tax credits and financial assistance programs, affordability initiatives, or alternative individual health coverage options.
  • Support a statewide affordability assessment funded by Rural Health Transformation (RHT) funding.
  • Connect various players within Vermont's health insurance system to ensure alignment and momentum.
  • Conduct research and policy analysis.
  • Manage projects.
  • Coordinate internal and external workgroups.
  • Develop presentations.
  • Draft reports.
