About The Position

The Business Process Analyst supports the U.S. Customs and Border Protection (CBP) Office of Trade (OT), Investment Analysis Office (IAO), by providing management consulting services focused on business process improvement, modernization, and transformation. The position works closely with CBP personnel and senior leadership to assess complex business and operational processes, gather and refine requirements, document current-state processes, develop recommendations, and support implementation planning. This high-visibility, in-person role supports enterprise-wide process integration, performance measurement, operational transformation, and continuous improvement initiatives designed to increase organizational efficiency, effectiveness, and mission outcomes. Level II personnel may lead business process improvement and transformation activities and teams.

Requirements

  • Bachelor’s degree required.
  • Relevant professional experience within the source-defined 3–10 year experience range, and team/workstream leadership responsibilities.
  • Experience assessing business and operational process performance in complex, cross-functional environments.
  • Experience collecting, documenting, analyzing, and refining business and technical requirements.
  • Experience supporting business process improvement, modernization, transformation, or reengineering initiatives.
  • Experience facilitating stakeholder meetings, requirements sessions, interviews, workshops, or similar working sessions.
  • Experience developing practical implementation plans and process documentation.
  • Must be local to the Washington, DC metropolitan area.

Nice To Haves

  • Basic understanding of data analytics and data platforms preferred.
  • Experience with Microsoft SharePoint, Power BI, and Power Apps preferred.

Responsibilities

  • Apply business process improvement, modernization, and transformation principles, approaches, and methodologies to increase efficiency and effectiveness in financial and operational management.
  • Lead or participate as a member of teams conducting business process improvement and transformation initiatives.
  • Lead analyst teams and workstreams.
  • Interface regularly with CBP personnel, including Office of Trade executives and senior leadership from other CBP offices.
  • Assess process performance within complex environments involving relationships among financial, staffing, support, and operational processes and outcomes.
  • Collect, analyze, document, and refine business and technical requirements through interviews, surveys, working sessions, focus groups, and stakeholder meetings.
  • Document current-state operational, business, and data processes and develop recommendations for process enhancements.
  • Support the design and implementation of new business processes and enhancements to existing processes.
  • Maintain RAID logs identifying risks, assumptions, issues, and dependencies across multiple workstreams.
  • Coordinate among multiple project teams to support enterprise-wide integration of business process reengineering efforts.
  • Facilitate requirements-gathering sessions, stakeholder meetings, and project status meetings with client leadership.
  • Assist management in establishing clear and quantifiable goals, objectives, requirements, performance measures, and metrics.
  • Ensure proposed process improvements align with strategic objectives and comply with applicable policies, rules, and regulations.
  • Develop realistic and practical implementation plans supporting process and operational transformation.
  • Conduct organizational studies, evaluations, work simplification activities, and measurement studies.
  • Prepare operations, training, process, and procedural documentation to support implementation and improved organizational performance.
  • Support technology scouting activities to identify innovative tools and capabilities that may enhance business operations.
  • Apply Microsoft SharePoint, Power BI, and Power Apps, as applicable, to support data analytics, business intelligence, visualization, and reporting of key program performance metrics.
  • Develop executive briefings, process documentation, analyses, and actionable insights to support leadership decision-making and continuous improvement.
