About The Position

The General Services Department (GSD) is seeking a Business Manager to join their team. GSD acts as a central hub for high-quality internal services, supporting every City of Fresno department by streamlining logistical operations and reducing administrative burdens. This role is key in shaping efficient operations within a department that values diverse perspectives and empowers employees. Requirements

  • Graduation from an accredited college or university with a bachelor’s degree in public administration, Business Administration, Finance or related field.
  • Four (4) years of professional, administrative, operations, budgetary or similar experience.
  • Additional qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of two years.
  • Possession of a valid California Driver's License may be required at time of appointment.
  • Candidates considered for hire must provide proof of a valid driver's license and a current copy of their driving record.
  • Eligibles certified to the Police Department will be required to successfully complete a computer voice stress analyzer test and/or polygraph test, extensive background investigation, and a department interview prior to appointment with the City of Fresno.
  • Required licenses, certifications, and education must be verified with supporting documents.
  • Foreign education must be evaluated by a credential evaluation service recognized by the U.S. Department of Education.

Responsibilities

  • Managing financial and budget functions for the department including mid-year and annual budget development.
  • Monitoring monthly budget projections, preparing and presenting quarterly financial reports, and making recommendations based on data driven analysis.
  • Overseeing accounting activities including accounts payables, accounts receivables, ID billing, journal entries, Form 10 requests, pre-billing, and risk reimbursements.
  • Developing, reviewing, and monitoring budget and expenditure requests.
  • Providing administrative and technical support to management and staff.
  • Coordinating projects and activities with other departments and / or external agencies.
  • Supervising, training, and evaluating assigned staff.
  • Performing related duties as assigned.
