About The Position

Under the direction of the Community Preservation Manager, this role performs a variety of duties related to the issuing, renewing, and processing of business licenses, rental licenses, and related permits. The position is responsible for investigating reports of code violations, enforcing business license ordinances, and collecting appropriate fees. The role involves reviewing applications, ensuring compliance with ordinances, computing fees, and issuing licenses. It also includes coordinating with various agencies, maintaining accurate records, monitoring performance indicators, interpreting and explaining ordinances, and recommending revisions to existing ordinances and policies. The Business License Coordinator identifies unlicensed businesses, notifies owners of requirements, and collects fees and penalties. Responsibilities also include processing reports, forms, payments, and maintaining records. The role is classified as an Individual Contributor and is Exempt from Overtime.

Requirements

  • High school diploma or GED.
  • Five years of related experience working in a financial or office setting.
  • Minimum of two years involving customer service interaction with the public and responsibility for problem resolution or handling customer accounts.
  • Valid Utah Driver’s License.
  • Knowledge of modern office practices, methods, and computer equipment.
  • Knowledge of pertinent Federal, State, and local laws, codes, and regulations.
  • Knowledge of City government processes.
  • Knowledge of principles and procedures of record keeping and report preparation.
  • Knowledge of principles and practices used in dealing with the public.
  • Knowledge of safe driving principles and practices.
  • Skill in operating modern office equipment including computer equipment and software such as Microsoft Word, Excel, and Outlook.
  • Skill in operating a motor vehicle safely.
  • Ability to analyze, interpret, and explain department policies and procedures.
  • Ability to develop, revise, and implement business license systems and procedures.
  • Ability to exercise judgment in recognizing and resolving problems dealing with policy and procedural matters.
  • Ability to prepare and maintain accurate and complete records.
  • Ability to prepare clear and concise reports.
  • Ability to meet and deal tactfully and effectively with the public.
  • Ability to be creative in improving efficiency and effectiveness of business licensing and rental dwelling processes, including expanded uses of e-government initiatives.
  • Ability to respond to requests and inquiries for information regarding business licensing and rental dwelling policies and procedures.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

Responsibilities

  • Review applications for business licenses, rental licenses, and permits, ensuring proper inspections and compliance with specific ordinances.
  • Compute fees and process and issue licenses. May approve applications for various home occupations upon proper inspection and review.
  • Coordinate activities and share information with other agencies such as the County Health Department, Consumer Protection, State Liquor Commission, South Valley Water Reclamation, Department of Agriculture, Department of Commerce, Tax Commission, and Chamber of Commerce.
  • Maintain accurate records of all business license transactions, rental dwelling licenses, good landlord program, and related documents.
  • Maintain appropriate performance indicators, such as the number of licenses processed and turnaround time from application submission to license issuance.
  • Interpret and explain business license ordinances to the public and assist in completing required licensing documents.
  • Monitor and revise the City of West Jordan business license and rental dwelling ordinances, recommending revisions and drafting proposed ordinance changes.
  • Identify unlicensed businesses in the City by reviewing information from various sources and conducting inspections.
  • Notify business owners of unlicensed businesses about license requirements and collect fees and penalties to bring businesses into compliance.
  • Process reports, forms, payments, certificates, applications, and other materials; maintain records, files, indexes, registers, and books.
  • Compile and tabulate data for records and reports.
  • Perform other related duties and responsibilities as assigned.
