About The Position

This position serves as a Business Intelligence Team Lead supporting the Illinois State Police (ISP) developing and supporting a robust data warehouse portfolio and creation of interactive dashboards and visualizations. The main position objective is to support proactive, data-driven policing by providing quick and accurate business intelligence solutions to assist with operational decision-making.

Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in applications services or a related Information Technology field.
  • Requires three (3) years of professional experience leading the development, enhancement, and governance of enterprise data warehouse solutions to support complex organizational reporting, analytics, and operational decision-making.
  • Requires three (3) years of professional experience directing the design and delivery of self-service, ad hoc, and interactive business intelligence reporting using tools including Power BI and Business Objects, with proven success advancing analytics adoption.
  • Requires three (3) years of professional experience architecting, optimizing, and managing relational database structures, queries, and data models to ensure secure, high-performance analytical and reporting operations.
  • Requires three (3) years of professional experience designing, developing, and maintaining scalable ETL pipelines using Azure Data Factory and SQL Server Integration Services (SSIS), ensuring accurate and reliable movement of data for dashboards and analytical products.

Nice To Haves

  • Three (3) years of professional experience using Azure DevOps for source control, CI/CD automation, and project tracking with familiarity managing Azure cloud resources including configuration, provisioning, monitoring, and cost optimization.
  • Three (3) years of professional experience leading cross-functional teams or managing complex BI and data engineering projects, demonstrating the ability to coordinate multi-level technical and business stakeholders to deliver enterprise-wide solutions.
  • Ability to perform statistical analysis, identify trends, interpret complex datasets, and translate findings into actional insights that improve operational and strategic decision-making.
  • Extensive knowledge of implementing or maintaining data governance practices, including metadata management, data quality, and data assurance, architectural standards, and enterprise stewardship of analytical assets.
  • Extensive knowledge conducting unit, integration, acceptance, and regression testing for data warehouse, ETL, and reporting solutions, along with experience monitoring applications, troubleshooting issues, and responding to urgent operational incidents.
  • Developed communication and collaboration skills with the ability to gather requirements, translate business needs into scalable data solutions, advocate for analytics maturity, and facilitate the deployment and organization wide sharing of dashboards, reports, and data tools.

Responsibilities

  • Serves as Business Intelligence Team Lead for the Department of Innovation & Technology (DoIT) supporting the Business Intelligence Unit of the Illinois State Police (ISP) performing complex professional and advisory functions in Application Services.
  • Leads the design, development, and governance of database architecture and data engineering initiatives, including defining, documenting, and maintaining departmental metadata and data standards.
  • Provides design and development of complex reporting solutions and performs debugging, tuning, and documenting of all processes and components.
  • Interprets complex data and analyzes results using statistical techniques to provide ongoing reports.
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
