About The Position

The Data Analytics Manager will lead the development and management of PACT’s data and business intelligence environment, ensuring project data is securely integrated, structured, and transformed into accurate, decision-ready reporting. This role will oversee Microsoft Fabric and Power BI, build scalable data pipelines across multiple systems, and deliver dashboards and automated reporting that support project teams, client reporting requirements, and executive decision-making. The role will also act as a key link between technical teams and project stakeholders, helping ensure data is trusted, clearly understood, and effectively used across the program.

Requirements

  • Bachelor’s degree in Data Analytics, Data Science, Computer Science, Information Systems, Engineering, or a related field, or an equivalent combination of education and relevant experience
  • Strong experience leading data analytics, business intelligence, or data engineering functions in a complex project or enterprise environment
  • Advanced experience with Microsoft Fabric and Power BI, including platform administration, dashboard development, data modelling, automation, and report management
  • Strong experience building and managing data pipelines and integrating data from multiple systems into centralized reporting environments
  • Experience with layered data architecture (e.g. Bronze-Silver-Gold) and a strong understanding of data governance, data quality, and security
  • Ability to translate complex data into clear, actionable insights for both technical and non-technical stakeholders
  • Strong communication, stakeholder management, leadership, and problem-solving skills
  • Experience mentoring or guiding BI / analytics resources
  • Must be eligible to obtain and maintain RAIC (Restricted Area Identity Card) clearance

Nice To Haves

  • Experience in construction, infrastructure, engineering, or large-scale capital project environments is considered an asset
  • Experience with platforms such as Autodesk Construction Cloud and other enterprise systems is considered an asset
  • Relevant Microsoft certifications in Fabric, Power BI, or Azure data platforms are considered an asset

Responsibilities

  • Managing the entire Microsoft Fabric data engineering platform to ensure robust capacity, performance, and security. Optimizing Microsoft Fabric capacity and managing Power BI licensing to ensure cost-effectiveness.
  • Implementing a structured Bronze-Silver-Gold pipeline to systematically refine raw project data into high value, decision ready assets.
  • Building pipelines to ingest and archive raw data from sources like Autodesk Construction Cloud, creating a permanent, auditable record for forensic analysis.
  • Developing transformation logic to clean, standardize, and link disparate systems to create a unified operational view.
  • Aggregating data into optimized, business-ready datasets to serve as the high-speed foundation for reporting.
  • Constructing pipelines that pull data from various systems (including BambooHR, and Autodesk Construction Cloud) into one central, secure location.
  • Ensuring the environment allows for secure report sharing and collaboration while isolating project data.
  • Acting as the gatekeeper for data quality to ensure that all teams are making decisions based on the same verified, trustworthy numbers.
  • Designing user friendly and interactive Power BI dashboards that allow a user to understand the project status instantly.
  • Creating specific dashboards tailored to meet client monthly reporting obligations, including the automation of contractual reports (Schedule J and Schedule B).
  • Managing the automated refresh schedules of all dashboards to ensure leadership has access to real-time data without manual intervention.
  • Acting as a strategic bridge between technical data teams and construction operations to ensure non-technical stakeholders understand and trust the data.
  • Attending meetings with the executive team and stakeholders to gather feedback and fully understand client and teammate requirements.
  • Mentoring and guiding other Power BI developers to ensure technical excellence and adherence to data visualization best practices.
  • Collaborating with the digital delivery team to develop custom solutions for complex data problems
