About the Commission for Higher Education: Created in 1971, the Indiana Commission for Higher Education (CHE, Commission) is the State's higher education coordinating agency, driven to improve economic and social mobility for fellow Hoosiers through postsecondary education and training, and is a part of Governor Mike Braun's Office of Education. Role Overview: The Business Intelligence Data Manager is responsible for building and maintaining a portfolio of data visualizations, data tools, and other products that support the goals, strategies, and decision-making of the Commission and Commission Staff. Under the direction of the Director for Business Intelligence and Analytics, this position serves as the project manager for data collection, data transformation, and reporting through the CHEDSS system and is the primary Business Intelligence liaison to the Academic Affairs team. The Data Manager works closely with a variety of agency staff and supports intra-agency initiatives with data and insights needed to support strategic initiatives and optimize operations. Key outcomes for this role include: With direction from the Director for Business Intelligence and Analytics, maintain and enhance the agency’s existing portfolio of business intelligence products for internal and external stakeholders that align with team and agency reporting strategy. With support from the Statistician, lead the annual CHEDSS data collection process including communication with institutional partners, troubleshooting submission errors, and data clean up tasks as needed. In coordination with the Academic Affairs team, build and maintain data visualizations, reports, tools, and analysis products for internal and external CHEDSS users. Support and maintain business processes that enhance business intelligence capacity building. Other duties as assigned.

Requirements

Demonstrated excellent written and verbal communication skills, including public speaking skills, listening and information processing, and synthesizing skills.
Demonstrated experience using data analysis tools (Excel, SPSS, R, Python, etc.), data querying tools (such as Microsoft SQL), or visualization software (Tableau or PowerBI)
Demonstrated experience managing, cleaning, and transforming large datasets or database systems
Demonstrated experience performing descriptive and diagnostic analyses, preferably data related to higher education, secondary education, and/or workforce development.
Demonstrated problem-solving and analytical proficiency and careful attention to detail.
Demonstrated ability to translate complex issues into easily understandable formats (written and verbal) for a range of stakeholder audiences.
Familiarity with privacy laws (e.g., FERPA) and data governance best practices
Demonstrated ability to communicate effectively with coworkers and customers
Able to perform essential functions with or without reasonable accommodation.

Nice To Haves

Bachelor’s degree in a related discipline is preferred

Responsibilities

Maintain and enhance the agency’s existing portfolio of business intelligence products for internal and external stakeholders that align with team and agency reporting strategy.
Lead the annual CHEDSS data collection process including communication with institutional partners, troubleshooting submission errors, and data clean up tasks as needed.
Build and maintain data visualizations, reports, tools, and analysis products for internal and external CHEDSS users.
Support and maintain business processes that enhance business intelligence capacity building.
Act as a liaison with institutional partners and CHEDSS users to ensure efficient, effective utilization of data across the agency for business intelligence products.
Deliver accountability data products to internal and external stakeholders that meet consistent, high-quality agency standards.
Coordinate with the Academic Affairs team to deliver data products that fulfill legislative requirements such as Under Threshold Program Review and Academic Program Review.
Coordinate with the Academic Affairs team to strategically manage CHEDSS feature proposals and development requests to the agency’s IT vendor.
Coordinate and collaborate with team members to create and improve dashboards, reports, and data products hosted on the public CHE website and internal Business Intelligence Hub.
Ensure timely fulfillment of recurring data requests to both internal and external requestors.
