About The Position

West 4th Strategy is seeking an experienced Business Intelligence Analyst to support the National Guard Bureau (NGB) on the Minuteman project team. The team manages NGB’s enterprise data environment within the Department of War’s central analytics platform. The analyst will help build Qlik Sense data models and dashboard visualization solutions that support mission-critical National Guard work and inform senior client leaders’ decision-making. The role involves analyzing data to identify trends, patterns, and opportunities; developing visualizations, dashboards, and dynamic reports; and turning raw data into meaningful information through analytics applications, data-oriented programming languages, and visualization software. The analyst will support data-model design and development, help ensure data integrity and relevance, maintain and enhance business intelligence standards, and assess and improve system performance for end users. The position also involves communicating and coordinating with teams and presenting actionable insights to National Guard customers. This is a full-time position with a stated schedule of 40 hours per week, eight hours per day. The posting labels the role remote but also requires availability to work onsite in Arlington, Virginia, one to two days per week. Applicants must have an active Secret security clearance and be U.S. citizens. The position supports OUSD Personnel & Readiness (P&R), Minuteman project team, and is classified as W2 employment.

Requirements

Three to ten years of directly related experience.
Available to work onsite in Arlington, Virginia, one to two days per week.
Professional dashboard-development experience using business intelligence software such as Qlik Sense, Tableau, or Power BI.
Excellent communication and collaboration skills, including the ability to work effectively with cross-functional teams.
Detail-oriented approach and commitment to high-quality results.
Active Secret security clearance.
U.S. citizenship.
Bachelor’s or master’s degree in a related field.

Nice To Haves

Recent Department of War (DoW) experience.
Previous experience with Advana or the War Data Platform.
Three or more years of experience with Qlik Sense data modeling and building dashboards and data visualizations.
Three or more years of Qlik Sense experience, including styling Qlik Sense apps using CSS.
Familiarity with database systems, SQL queries, and programming languages such as Python.
Experience building applications in Palantir Foundry, including Workshop, Ontology Manager, and Gaia.

Responsibilities

Create data visualizations and dashboards that present insights to end users and improve decision-making for client leaders.
Analyze data to identify trends, patterns, and opportunities, and develop expertise in the data and its applications.
Follow and enhance team BI standards, including keeping current with Qlik Sense product enhancements and best practices.
Establish and consistently execute system-performance assessment processes and related action plans to support optimal end-user performance.
Support the design and development of data models, ensuring data integrity and relevance.
Communicate and coordinate with teams to accomplish objectives and deliver results.
Identify opportunities to advance analysis and present actionable insights to National Guard customers.
Develop and implement techniques or analytics applications that transform raw data into meaningful information using data-oriented programming languages and visualization software.
Apply data mining, data modeling, natural language processing, and machine learning to extract and analyze information from large structured and unstructured datasets.
Visualize, interpret, and report data findings, and create dynamic data reports.
