About The Position

CRS is seeking a Business Intelligence Analyst to support the execution of a Blanket Purchase Agreement (BPA) delivering Enterprise Knowledge Management (EKM) services to a U.S. Combatant Command. This role involves analyzing business intelligence and data for the program, including business process and gap analysis, information exchange requirements assessment, business process mapping and documentation, end-user procedure development, KM process improvement measurement, and analytics and stakeholder reporting. The position is located at MacDill Air Force Base in Tampa, Florida, and supports the Command Headquarters, its Component Commands, and its Theater Special Operations Commands (TSOCs) across multiple CONUS and OCONUS locations. The work operates across unclassified and classified networks.

Requirements

  • Must possess an active Secret clearance, with the ability to obtain and maintain a Top Secret clearance with SCI eligibility.
  • Bachelor's degree in Business, Data Analytics, Information Systems, or a related discipline, or an equivalent combination of education and directly relevant experience.
  • A minimum of three (3) years of business analysis, process improvement, or business intelligence and reporting experience.
  • Hands-on Power BI report development experience.
  • Working SQL proficiency.
  • Demonstrated experience producing process maps and business process documentation using recognized conventions.
  • Strong interviewing, facilitation, and written communication skills.
  • Work samples such as gap analyses, process documentation, or procedural guides.

  • Active Top Secret clearance with SCI eligibility.
  • Experience supporting a Combatant Command, Service headquarters, or SOF organization.
  • Lean Six Sigma Green Belt or comparable process improvement certification.
  • Microsoft PL-300 Power BI Data Analyst certification.
  • Experience developing Information Exchange Requirements or conducting mission thread analysis.
  • Proficiency with process-mapping tooling (e.g., Visio, Lucidchart).
  • Proficiency with Excel and Power Query.
  • Experience designing surveys and measures of effectiveness for organizational change initiatives.
  • Experience working across NIPRNet and SIPRNet enterprise environments.

Responsibilities

  • Continuously analyze business processes to support more efficient decision-making and operations.
  • Map workflows and analyze organizational constraints to reveal inefficiencies.
  • Produce findings, gap statements, and actionable recommendations for process improvement and re-engineering.
  • Identify and document Information Exchange Requirements.
  • Develop standardized process maps and end-user procedures.
  • Build reporting products to communicate results to leadership.
  • Implement performance measurement mechanisms to assess process changes and user adoption.
  • Map end-to-end workflows to visualize process flow, handoffs, delays, and pain points across stakeholders.
  • Collect qualitative and quantitative data through interviews, observations, system analytics, and document analysis.
  • Evaluate technology, people, and process alignment to reveal constraints impacting decision-making or operational efficiency.
  • Prioritize gaps based on impact, feasibility, risk, and alignment with mission requirements and modernization priorities.
  • Identify and document Information Exchange Requirements consistent with validated operational needs, defining participants, information, purpose, and format for each exchange.
  • Assess current information pathways for gaps, duplication, delays, security constraints, or lack of interoperability.
  • Evaluate alignment between information flows, mission threads, operational tasks, and organizational roles.
  • Conduct stakeholder interviews, workshops, and data-mapping sessions to determine producer/consumer relationships across directorates and components.
  • Develop clear, standardized process maps using recognized process-mapping conventions and symbols (flowcharts, swim lanes, and diagrams), documenting both as-is and to-be workflows.
  • Capture supporting policies, procedures, and security requirements for each documented process.
  • Package finalized process documentation for Government publication to formatting, clarity, and completeness standards.
  • Develop clear, user-focused procedural guides, instructions, and reference materials that translate complex business workflows into simple, step-by-step instructions for diverse user groups.
  • Build and maintain Power BI reports and dashboards drawing on accurate, authoritative, and well-structured sources.
  • Support ad-hoc analysis requests from Government stakeholders.
  • Implement performance measurement mechanisms to assess process changes, workflow efficiencies, and user adoption.
  • Establish feedback loops through surveys, listening sessions, workshops, and structured stakeholder engagement.
  • Apply continuous improvement methodologies such as Lean, Six Sigma, Kaizen, and Agile retrospectives to validate improvements and refine processes.
  • Document evaluation findings and translate insights into actionable recommendations for further enhancements or corrective measures.
  • Maintain process artifacts including maps, narratives, inputs and outputs, roles, and dependencies to support audits, training, and future development.
