About The Position

This Business Development Manager role focuses on driving growth within the DC / MD / VA construction market by building strong relationships, developing a robust opportunity pipeline, and leading pursuits across commercial and government projects. The position blends strategic market development, hands-on pursuit management, and close collaboration with internal teams in a small, agile, and entrepreneurial firm environment.

Requirements

  • 5–10+ years of business development, sales, or capture experience in construction or a closely related industry.
  • 5–10+ years of experience working with general contracting or design-build environments.
  • Proven experience in general contracting business development, sales, or capture roles within the construction sector.
  • Strong, established network within the DC metro construction market, including general contractors, developers, and public agencies.
  • Demonstrated track record of generating a robust pipeline of opportunities and closing or contributing to awarded work.
  • Experience with government contracting or public-sector pursuits, including familiarity with public procurement processes.
  • Strong familiarity with RFP and RFQ processes and the full construction lifecycle from preconstruction through build.
  • Excellent communication skills, with the ability to present effectively to diverse stakeholders and articulate value propositions clearly.
  • Exceptional relationship-building skills, with a focus on long-term, trust-based partnerships.
  • Proven ability to operate as a self-starter in a small, entrepreneurial team environment, managing priorities with minimal supervision.

  • Experience working in design-build project models and exposure to end-to-end construction projects.
  • Background in relationship-driven delivery and quality-focused execution within construction projects.
  • Experience working across a variety of commercial and government construction projects in the DC / MD / VA region.

Responsibilities

  • Identify and pursue new business opportunities within the DC / MD / VA construction market across both commercial and government sectors.
  • Develop and maintain strong relationships with government agencies at the federal, state, and local levels.
  • Build and deepen relationships with developers, property managers, commercial clients, subcontractors, and other industry partners.
  • Monitor and track upcoming RFPs, RFQs, and bid opportunities in both the public and private sectors.
  • Lead pipeline development by identifying, qualifying, and prioritizing opportunities that align with strategic growth goals.
  • Support and collaborate on proposal development, ensuring responses are compelling, compliant, and tailored to client needs.
  • Contribute to bid strategies and coordinate pricing efforts in partnership with internal estimating and project teams.
  • Support preconstruction efforts by aligning business development activities with project planning and early-stage project strategy.
  • Represent the company at industry events, networking functions, and pre-bid meetings to enhance visibility and cultivate new relationships.
  • Maintain accurate and up-to-date CRM records of leads, pursuits, client interactions, and business development activities.
  • Conduct market research and competitive analysis to inform overall growth strategy and identify emerging trends and opportunities.
  • Partner closely with internal project and estimating teams to ensure alignment on target pursuits and to support successful project awards.
  • Generate and manage a sustainable pipeline of opportunities and contribute directly to awarded work through effective pursuit strategies.
