About The Position

Washington, DC–based construction firm providing Design-Build and General Contracting services across the DC metropolitan area. The team delivers end-to-end construction solutions, from pre-construction and estimating through project execution, serving commercial and government clients. Seeking a Business Development Manager to drive growth across federal, local government, and commercial construction markets. This individual will be responsible for identifying new opportunities, building relationships with key stakeholders, and leading the early stages of the project pipeline from market intelligence to bid pursuit.

Requirements

  • 5–10+ years of business development, sales, or capture experience in construction or related industry
  • Experience with: General contracting OR design-build environments
  • Government contracting or public-sector pursuits strongly preferred
  • Strong network within: DC metro construction market, General contractors, developers, or public agencies
  • Proven track record of: Generating pipeline, Closing or contributing to awarded work
  • Familiarity with: RFP/RFQ processes, Construction lifecycle (precon → build)
  • Excellent communication, presentation, and relationship-building skills
  • Self-starter with ability to operate in a small, entrepreneurial team environment

Nice To Haves

  • Experience working with federal contracting platforms (SAM.gov, GovWin, etc.)
  • Knowledge of CSI divisions / construction scope structuring
  • Existing relationships in commercial, institutional, or government sectors

Responsibilities

  • Identify and pursue new business opportunities within the DC / MD / VA construction market
  • Develop relationships with: Government agencies (federal, state, local), Developers, property managers, and commercial clients, Subcontractors and industry partners
  • Monitor and track upcoming RFPs, RFQs, and bid opportunities (public and private sector)
  • Lead pipeline development and opportunity qualification
  • Support and collaborate on: Proposal development, Bid strategies and pricing coordination, Preconstruction efforts
  • Represent at industry events, networking functions, and pre-bid meetings
  • Maintain CRM tracking of leads, pursuits, and BD activity
  • Conduct market research and competitive analysis to inform growth strategy
  • Partner with internal project and estimating teams to ensure alignment on pursuits
