About The Position

Join the team assisting OReGO, ODOT’s road usage charge program, by helping build, manage and improve complex business systems that keep Oregon moving. In this role, you will review and evaluate external businesses seeking certification to provide road usage charge services on behalf of ODOT. You will work closely with internal teams, contractors, vendors and other partners to design, test and validate business rules, processes and procedures, ensuring they meet program requirements, agreements and quality standards. This position plays a key role in maintaining program integrity by analyzing documentation, monitoring performance, and reinforcing continuous improvement across operations. Requirements

  • Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification OR A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.

Responsibilities

  • Collaborate with interested parties to design, test and validate business rules and processes to certify contractors and vendors for road usage charging (RUC) services.
  • Gather and maintain documentation needed to evaluate and certify contractors and vendors.
  • Review documentation to ensure business processes meet program requirements and operational needs, and work with vendors to resolve anomalies.
  • Evaluate contractor and vendor performance against requirements and recommend certification to program managers.
  • Investigate requests for reconsideration of certification decisions and provide timely recommendations.
  • Develop and maintain work plans and tools to monitor contractor and vendor operations and performance.
  • Identify issues and recommend corrective actions, including possible de-certification.
  • Contribute to planning by drafting standards, identifying external standards that may apply, and reviewing documentation needs and coordinating with agency and industry partners.
  • Support program improvement efforts through business analysis, process mapping and review of external standards.
