About The Position

The Business Analyst (BA) - Consultant will be assigned to projects for the South Carolina <\/div> Department of Health and Human Services (SCDHHS), the Medicaid Agency for SC. <\/div> Candidates who enjoy working on complex, change -oriented projects will find this position <\/div> attractive. <\/div> SCOPE OF THE PROJECT: <\/div> SCDHHS is seeking a Business Analyst - Advanced to assist with implement small to <\/div> large projects. <\/div> POSITION: <\/div> Business Analyst - Advanced <\/div> PRE -EMPLOYMENT CHECKS? <\/div> State mandatory - Criminal, Credit and E -Verify background checks <\/div> Objectives to Be Fulfilled by Candidate: <\/div> The principal duties of this position are to evaluating agency needs, as -is and to -be <\/div> business processes, and technical designs to provide analysis and advice on strategies <\/div> for information technology solutions and non -technical solutions. The BA will provide <\/div> detailed analysis and document business processes and requirements. <\/div> Specific duties include, but are not limited to: <\/div> Serves as a liaison between the business programs community and the IT <\/div> organization in order to provide technical solutions to meet user needs. <\/div> Possesses expertise in the business unit(s) they support, as well as, an <\/div> understanding of the IT organization's systems and capabilities. <\/div> Analyzes business partner's operations to understand their strengths and <\/div> weaknesses to determine opportunities to automate processes and functions. <\/div> Assists in the business process redesign and documentation as needed for new <\/div> technology. <\/div> Translates high level business requirements into functional specifications for <\/div> the IT organization and manages changes to such specifications. Educates the <\/div> IT organization on the direction of the business. <\/div> Negotiates agreements and commitments by facilitating communication <\/div> between business unit(s) and IT from initial requirements to final <\/div> implementation. <\/div> Possesses an understanding of technological trends and uses this knowledge to <\/div> bring solutions to business units supported to enhance the enterprise's <\/div> competitive edge. <\/div> Requirements development execution, including the elicitation, analysis, <\/div> specification and validation. <\/div> Documenting and analyzing agency business processes and recommending <\/div> improvements. <\/div> Documenting and analyzing data requirements and relationships. <\/div> Participating in the requirements management processes, including change <\/div> control, version control, tracking and status reporting, and traceability. <\/div> Providing requirements interpretation and guidance to technical and test teams. <\/div> Proactively identifying risks, issues, and action items leading to possible <\/div> solutions. <\/div> Interacting with internal and external organizations (i.e. vendors, State and <\/div> Federal government agencies, State providers and beneficiaries, and other <\/div> stakeholders). <\/div> May make recommendations for buy versus build decision. <\/div> Research business rules, requirements, and models. <\/div> Maintain business rules, requirements, and models in a repository. <\/div> Other project -related duties.

Requirements

  • 5 years’ experience in government IT projects as a business analyst or related duties
  • 5 years’ experience eliciting, mining, and documenting business rules, processes
  • 3 years Medicaid or healthcare experience
