About The Position

The Business Analyst will support the Texas Department of Agriculture (TDA) on licensing systems modernization and business process improvement initiatives. This role is responsible for gathering, analyzing, and documenting user requirements, translating business needs into user stories, and performing quality assurance consultation across assigned projects. The Business Analyst will work closely with internal stakeholders and external vendors to analyze program policies, troubleshoot system issues, and identify opportunities for automation and process improvement. Additionally, the role involves developing training materials, conducting formal training sessions, and reviewing complex project management deliverables. This position requires considerable initiative and independent judgment while operating under limited supervision.

Requirements

  • 8 years of experience providing complex quality assurance consultation or oversight for projects, assignments, or special initiatives.
  • 3 years of experience with Agile methodologies, including user story creation, participation in all Agile ceremonies, and leading Refinement and Sprint Planning sessions.
  • 3 years of experience using Azure DevOps, Jira, or a similar project tracking tool.
  • 3 years of experience performing highly complex, senior-level business analysis work with considerable latitude for initiative and independent judgment.
  • 3 years of experience coordinating the analysis of program policies and procedures to determine their effect on automated systems and functional areas.
  • 3 years of experience coordinating with outside vendors and contractors to complete projects and service requests, including defining, assigning, and evaluating their work.
  • 3 years of experience identifying opportunities to improve business processes through automation and preparing proposals for new system development.
  • 3 years of experience consulting on application analysis, troubleshooting system problems, and implementing solutions.
  • 3 years of experience reviewing complex project deliverables such as charters, design documentation, test plans, and risk assessment plans, and providing comments and suggestions.
  • 3 years of experience developing training curricula, conducting formal training sessions, and designing and reviewing test cases and change requests.

Responsibilities

  • Gather, analyze, and document user requirements, business processes, and system problems to support automation and improvement of existing systems.
  • Translate business requirements into detailed user stories with clearly defined acceptance criteria.
  • Perform quality assurance consultation and oversight across projects, assignments, and special initiatives, ensuring all functional and non-functional requirements are met.
  • Analyze program policies and procedures to assess their impact on automated systems and functional areas.
  • Identify opportunities to improve business processes through automation and assist in preparing proposals for new system development.
  • Coordinate with outside vendors and contractors to complete projects and service requests, including defining, assigning, and evaluating their work.
  • Develop and review test cases, process change requests, and manage project scope, acceptance, installation, and deployment activities.
  • Review complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans, and provide actionable feedback to document owners.
  • Develop training curricula and conduct formal training sessions for internal and external users covering assigned system modules.
  • Maintain assigned business relationships with vendors, evaluate technology value, and review and approve monthly and annual invoices in accordance with TDA policies and procedures.
