About The Position

Under general direction, positions in this classification have functional responsibility for the design, configuration and maintenance of the countywide ALCOLINK (PeopleSoft) systems; performs end user functional support, interprets and analyzes the system impact of business process changes; and other related duties as required. The County encompasses 14 cities including Alameda, Albany, Berkeley, Dublin, Emeryville, Fremont, Hayward, Livermore, Newark, Oakland, Piedmont, Pleasanton, San Leandro, and Union City as well as six unincorporated communities and rural areas that span a total of 738 square miles. Alameda County employs approximately 9,000 employees working in 21 different agencies and departments and has an annual budget of over $3 billion. Requirements

  • Equivalent of three years of full-time professional experience in a position involving the design, implementation/upgrade, maintenance and training activities for a public or private agency comparable in size and complexity to the County of Alameda using a web based version of PeopleSoft, SAP, or Oracle Financials Purchasing, Human Resources and/or Benefits Administration
  • Progressively responsible experience analyzing business requirements and information technology needs, preferably in a public sector environment
  • Strong experience providing business analysis services across functional areas, including the ability to independently gather, analyze, and document user requirements and translate them into functional specifications that support system design and implementation
  • Knowledge of principles and practices of public sector human resources, benefits programs or purchasing functions
  • Knowledge of use of web based, PeopleSoft SAP, or Oracle Human Resources, Benefits Administration or Purchasing software
  • Knowledge of configuration tables/concepts and their impacts and relationships to automated system functionality
  • Knowledge of integrated systems testing approaches
  • Knowledge of Process Management

  • Ability to correctly apply legal requirements, policy, binding contractual agreements, and program requirements to system functionality
