About The Position

This position supports Vital Records in designing and implementing a wide range of IT solutions for streamlining critical business processes. This includes order processing of Birth and Death Records, image and document retrieval from file storage, modernizing manual documentation into electronic format, and reporting Birth, Death, and Fetal Death data to DHHS according to MDHHS VERA automated processes. The role involves ensuring data integrity and securing MDHHS systems throughout the State of Michigan software development lifecycle. The position is responsible for documenting critical solutions for Birth, Death, Paternity, Marriage, and Divorce records. This documentation includes meeting notes, business requirements, functional design, maintenance plans, use cases, test strategies, test plans, system security plans, and project implementation plans. The role also includes a primary business analyst function supporting the Vital Statistics website with monthly data upload deployments for analysis and the website's modernization initiative.

Requirements

  • Possession of a Bachelor's degree with 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.
  • No specific type or amount of experience is required for the Bachelor's degree path.
  • Possession of an associate's degree with 16 semester (24 term) credits in computer science, information assurance, data processing, computer information, data communications, networking, systems analysis, computer programming, IT project management, or mathematics and two years of experience as an application programmer, computer operator, or information technology technician.
  • Two years (4,160 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.
  • Completion of high school and four years of experience as an application programmer, computer operator, information technology technician.
  • Four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.
