About The Position

Analyzes an organization or business domain, real or hypothetical, and documents its business, processes, or systems. Assesses the business model or its integration with technology and produces distinct deliverables to support a solution. The role is described as expert-level, requiring 84 or more months of experience; the candidate should be able to guide large teams and/or have extensive industry experience and be considered at the top of their field.

The position focuses on developing data frameworks and policies, managing data quality, metadata and standards, collaborating with stakeholders, and applying transportation-specific data standards and Intelligent Transportation Systems (ITS) knowledge. It also includes team management and functional supervision.

Applicants must hold either a bachelor's degree from an accredited college or university in Data Science, Information Technology, or Civil Engineering with a transportation focus, or a Certified Data Management Professional (CDMP) certification. Requirements

• At least 84 months of experience in data framework and policy development, including data governance roadmaps and real-time streaming data lifecycle management.
• At least 72 months of experience in data quality, metadata, and standards, including data quality processes and metrics, data catalogs, business glossaries, and compliance with Federal and New York State transportation data standards.
• At least 72 months of stakeholder collaboration experience, including establishing and leading a cross-functional Data Stewardship committee and creating data sharing agreements.
• At least 48 months of experience with transportation-specific data formats and standards, such as SAE J2735 for connected vehicles, GTFS, and WZDx for work zones.
• At least 48 months of experience with Intelligent Transportation Systems (ITS) architecture, Traffic Management Centers (TMCs), Advanced Traffic Management Systems (ATMS), and emerging Connected and Automated Vehicle (CAV) data.
• At least 48 months of experience in a team manager and functional supervisory role.
• Must hold either a bachelor's degree from an accredited college or university in Data Science, Information Technology, or Civil Engineering with a transportation focus, or a Certified Data Management Professional (CDMP) certification.

Responsibilities

• Define and implement a data governance roadmap.
• Manage the data lifecycle for real-time streaming data, including standards for data creation, ingestion, storage, retention, and disposal.
• Establish data quality processes and metrics.
• Develop a comprehensive data catalog and business glossary.
• Establish standards to ensure compliance with Federal and New York State transportation data standards.
• Establish and lead a cross-functional Data Stewardship committee.
• Create data sharing agreements.
• Manage a team and perform functional supervisory duties.
