Plannera Pensions & Benefits (Plannera), formerly known as the Public Employees’ Benefits Agency, is on the lookout for talented individuals to become part of our dynamic team of 180 employees. Headquartered in Regina, Saskatchewan, Plannera oversees $17 billion in assets across 11 pension plans and 16 benefits programs in the province. As a not-for-profit corporation, we take pride in administering two of Canada's top 100 pension plans—the Public Employees Pension Plan (PEPP), the country’s largest defined contribution plan, and the Municipal Employees’ Pension Plan (MEPP). We serve over 900 employers and more than 112,000 plan members, everyone from small-town firefighters to crown corporation executives. Plannera is seeking a Business Analyst who brings technical precision and strong analytical instincts to complex, regulated work. You will be working at the centre of a product-led delivery model, translating strategic product intent into precise functional and non-functional specifications that drive real outcomes for pension plan members and employers across Saskatchewan. Requirements

  • 5+ years of progressive Business Analysis experience in complex IT or digital delivery environments, with demonstrated experience owning end-to-end requirements on multi-stakeholder initiatives.
  • Provide ability to convert high-level business and product requirements into precise functional, non-functional and technical requirements for vendor or development delivery.
  • Experience in enterprise software evaluations including requirements-based vendor assessment, fit-gap analysis, and RFP/RFI development.
  • Advanced proficiency in requirements documentation including functional and non-functional requirements, process models, data flow diagrams, use cases, user stories, and acceptance criteria.
  • Solid working knowledge of Agile, Waterfall, and Hybrid delivery frameworks and how BA practices adapt across them.
  • Strong facilitation, communication, and stakeholder engagement skills, with comfort leading working sessions with both business and technical audiences.
  • Post-secondary education in Business Administration, Computer Science, Information Systems, or a related field, or equivalent demonstrated experience.

Nice To Haves

  • Strong understanding of pension, benefits, or financial services administration is a significant asset.
  • CBAP designation or active pursuit of certification is an asset. Candidates without CBAP who bring demonstrated expertise across BABOK knowledge areas are encouraged to apply.
  • Certifications in Agile, Design Thinking, or Business Architecture are considered an asset.

Responsibilities

  • Translating validated product requirements into detailed functional & non-functional requirements specifications and technical requirements, converting business intent into detailed artifacts that vendors and delivery teams can build to with confidence.
  • Own the BRD-to-delivery pipeline for platform enhancements and configuration changes, producing complete Business Requirements documents that give delivery partners the clarity needed to deliver accurate, on-scope solutions.
  • Lead business analysis activities on enterprise solution evaluations.
  • Document business rules, process flows, data specifications, and acceptance criteria at a level of precision that leaves no ambiguity for vendors, QA, or implementation partners.
  • Maintain end-to-end requirements traceability across the project lifecycle, ensuring that delivered solutions can be validated against the original business intent.
  • Support Solution Delivery by ensuring requirements are accurately reflected across solution design, testing, and implementation, serving as the requirements authority throughout the project lifecycle.
  • Conduct current-state and future-state process analysis to identify gaps, dependencies, compliance constraints, and improvements opportunities.
  • Support UAT by serving as the requirements authority during testing, clarifying documented requirements and acceptance criteria for business stakeholders and delivery partners as needed.
  • Contribute to the evolution of the Business Analysis practice at Plannera, including standards, templates, and methodology as the Solution Delivery function matures.
