About The Position

REI Systems is seeking an experienced Business Analyst to support a large-scale FDA program serving federal healthcare and public health missions. The Business Analyst will serve as a key liaison between business stakeholders, program leadership, Product Owners, technical teams, and end users to understand mission needs and translate them into clear, actionable business and technical requirements. The ideal candidate is a highly collaborative and analytical professional who can work effectively in complex federal environments, facilitate discussions with diverse stakeholders, analyze current-state processes, define future-state capabilities, and support the successful delivery of secure, scalable, user-centered FDA solutions. This role requires the ability to understand both the business mission and the underlying technology, ensuring that solutions meet stakeholder needs, comply with federal standards, and deliver measurable improvements to program operations and user experience.

Requirements

  • Typically 5+ years of progressive Business Analyst, Business Systems Analyst, Product Analyst, or related experience, preferably supporting complex IT programs.
  • Experience supporting functional/UAT testing, including developing test scenarios, executing test cases, validating requirements, and documenting defects.
  • Ability to work closely with QA and development teams to ensure requirements are testable and solutions meet business expectations.
  • Demonstrated experience gathering, analyzing, documenting, validating, and managing complex business and system requirements.
  • Strong experience developing: User stories, Acceptance criteria, Business requirements, Functional requirements, Process flows, Use cases, Requirements traceability documentation
  • Experience supporting Agile/Scrum software development teams.
  • Experience with business process analysis and process improvement.
  • Ability to facilitate requirements workshops involving business and technical stakeholders.
  • Strong analytical, problem-solving, organizational, and critical-thinking skills.
  • Excellent written, verbal, presentation, and stakeholder-management skills.
  • Ability to translate technical concepts for business audiences and business requirements for technical teams.
  • Experience working with development, architecture, QA, DevOps, UX/UI, and product management teams.
  • Experience supporting UAT, testing, defect triage, and requirements validation.
  • Proficiency with business analysis and collaboration tools such as Jira, Confluence, Azure DevOps, Visio, Lucidchart, Microsoft Office, SharePoint, or comparable platforms.

Nice To Haves

  • Experience working within a federal IT contracting or consulting environment.
  • Understanding of federal SDLC, Agile, DevSecOps, and digital modernization practices.
  • Experience supporting large-scale application modernization, cloud migration, or digital transformation initiatives.
  • Experience with healthcare data, healthcare workflows, case management systems, grants systems, regulatory applications, or public health platforms.
  • Understanding of healthcare interoperability standards and concepts such as FHIR, HL7, APIs, and healthcare data exchange.
  • Experience working with cloud-based solutions in AWS, Microsoft Azure, or similar environments.
  • Experience supporting API, integration, microservices, or data modernization initiatives.
  • Experience using SQL or other tools to perform basic data analysis and validation.
  • Experience with dashboards and reporting solutions such as Power BI or Tableau.
  • Exposure to Generative AI, AI-assisted business processes, RPA, intelligent automation, or AI-enabled enterprise applications.
  • Experience with Human-Centered Design (HCD), UX research, customer journey mapping, or user-centered product development.
  • Business analysis or Agile certifications such as CBAP, CCBA, PMI-PBA, CSM, CSPO, SAFe, or equivalent are preferred.
  • Knowledge or experience in one or more of the following areas is highly desirable: Federal healthcare programs, Public health systems, Healthcare data management, Case management, Grants management, Regulatory systems, Healthcare analytics, Provider or beneficiary systems, Clinical or administrative workflows, Healthcare interoperability, Digital health platforms, Data modernization, Cloud modernization, AI-enabled healthcare solutions.

Responsibilities

  • Gather, analyze, and document business, functional, and system requirements.
  • Facilitate requirements sessions, stakeholder interviews, and working meetings.
  • Develop user stories, acceptance criteria, process flows, use cases, and business rules.
  • Translate business needs into clear requirements for development and technical teams.
  • Support Agile ceremonies, including backlog refinement, sprint planning, reviews, and retrospectives.
  • Partner with Product Owners, developers, QA, UX, architects, and program leadership throughout the delivery lifecycle.
  • Analyze current-state processes and recommend future-state improvements.
  • Support User Acceptance Testing (UAT), defect review, and requirements validation.
  • Assist with data, reporting, dashboard, and integration requirements.
  • Identify opportunities for automation, AI-enabled solutions, and process modernization.
  • Maintain requirements traceability and ensure delivered solutions align with business needs.
  • Prepare status updates, documentation, presentations, and stakeholder communications.
