About The Position

CACI is seeking a Senior Business Analyst for the Global Mission Operations Support (GMOS) contract supporting the Department of State. The position supports national security through advanced IT solutions and contributes to modernizing and maintaining applications and infrastructure using an integrated IT Service Management approach. The Senior Business Analyst works with portfolio teams and executive stakeholders to guide planning, reporting, performance measurement, product prioritization, and infrastructure modernization across a complex IT portfolio.

Requirements

Bachelor's degree and 8 years of experience in related fields such as business analysis, systems analysis, portfolio management, agile transformation, or IT program management; equivalencies are considered.
Active Secret clearance.
Proven experience with the Scaled Agile Framework (SAFe), portfolio management, agile release train coordination, and program increment planning.
Experience leading cross-functional teams, facilitating large-scale planning events, and coordinating multiple agile teams across complex IT portfolios.
Strong strategic thinking and analytical capabilities.
Advanced proficiency with agile portfolio management tools such as Jira Align, Rally, or VersionOne.
Excellent leadership abilities and proven experience planning and leading major business analysis initiatives and functioning as a subject matter expert.

Nice To Haves

Prior experience supporting federal agencies, especially the Department of State.
Professional certifications such as SAFe Program Consultant (SPC), SAFe Agilist (SA), Certified Business Analysis Professional (CBAP), or PMI Portfolio Management Professional (PfMP).
Experience implementing SAFe at the portfolio level, including lean portfolio management, strategic themes, and value stream identification.
Knowledge of Federal IT investment management, enterprise architecture frameworks such as TOGAF or FEAF, and DevSecOps implementation in cloud environments.

Responsibilities

Lead portfolio-level contract status reporting by synthesizing multi-team metrics, tracking epic progress, and providing strategic insights to executive stakeholders.
Coordinate and facilitate weekly planning sessions, PI planning events, and big room planning with portfolio teams using Kanban boards and integrated dashboards.
Ensure trip reports capture strategic portfolio outcomes, including architecture runway decisions, solution validation findings, and alignment with product vision.
Design and implement portfolio-level integrated dashboards for real-time visibility into program increment execution, feature delivery flow efficiency, and value stream metrics.
Maintain quarterly spend plans using rolling-wave planning projections, team velocity-based forecasting, and variance analysis.
Conduct operational readiness reviews for major product releases, facilitate solution demonstrations, and lead portfolio-level continuous improvement initiatives.
Implement performance measurement frameworks that include Net Promoter Score, lead and cycle time analysis, flow efficiency metrics, and quality indicators.
Evaluate portfolio strategy and prioritize product opportunities using weighted shortest job first analysis, cost of delay calculations, and business value assessments.
Translate enterprise architecture vision into portfolio-team enabler epics and align business capabilities with technical implementation strategies.
Assess infrastructure modernization opportunities, develop migration strategies using minimum viable architecture approaches, and provide recommendations for cloud adoption.
Lead major business analysis initiatives and function as a subject matter expert; the role may supervise staff.
