About The Position

Spartanburg County Information Technologies is seeking an accomplished Business Analyst / Technical Writer to drive clarity and operational resilience across our IT and cybersecurity programs. In this pivotal contract position, you will collaborate directly with IT leaders and subject-matter experts to produce and standardize essential technical documentation that supports the County’s cybersecurity, disaster recovery, and business continuity efforts. Your work will directly impact the County’s ability to serve its employees and citizens while building best-in-class documentation practices.

Requirements

  • 5+ years of hands-on technical writing experience in complex IT or technology environments.
  • Advanced expertise with Microsoft 365, including Word, SharePoint, Excel, PowerPoint, Teams.
  • Strong proficiency with Microsoft Visio for technical diagrams and process mapping.
  • Demonstrated ability to produce professional SOPs, runbooks, operational procedures, and technical documentation.
  • Superior editing, information architecture, document organization, and quality control skills.
  • Proven ability to collaborate with technical SMEs across IT infrastructure, applications, cybersecurity, and service delivery.
  • Bachelor’s degree in Technical Communication, English, IT, Information Systems, or equivalent professional experience.

Nice To Haves

  • Experience documenting cybersecurity, incident response, disaster recovery, business continuity, or IT service management environments.
  • Background in documentation recovery, knowledge management, or large-scale documentation standardization.
  • Familiarity with SharePoint documentation libraries, templates, and metadata management.
  • Awareness of ITIL, NIST, CIS, or similar IT/security frameworks.
  • Previous experience in government or highly regulated environments.
  • Technical communication or IT certifications (CPTC, ITIL Foundation, etc.).

Responsibilities

  • Create, standardize, and organize authoritative technical documentation, including SOPs, runbooks, system/infrastructure documentation, and knowledge articles.
  • Develop and maintain incident-response, disaster-recovery, and business-continuity documentation in partnership with IT subject-matter experts.
  • Translate technical discovery findings and SME interviews into clear, accurate, and maintainable documentation for technical and operational audiences.
  • Design diagrams, workflows, and process maps using Microsoft Visio to support documentation and knowledge transfer.
  • Apply consistent standards for terminology, formatting, versioning, and metadata across all deliverables.
  • Collaborate with business analysts and IT teams to convert requirements and discovery outputs into finished documentation.
  • Conduct document reviews, reconcile SME feedback, and ensure technical accuracy before approval and publication.
  • Establish and enhance reusable documentation templates, naming conventions, repository structures, and lifecycle management practices.
