Business Analyst / Project Manager (Hybrid)
About The Position
Tier One Technologies is seeking a Business Analyst / Project Manager to support a direct U.S. Government client. This hybrid contract-to-hire position is located in Arlington, Virginia. Candidates must be U.S. citizens and eligible to obtain a sensitive clearance (Position of Public Trust). Selected candidates who do not already have the required clearance will be subject to a federal government background investigation. Candidates must have lived in the United States for the past five years and may not have spent more than six months traveling outside the United States during that period; military service is excluded from this travel limitation. Corp-to-corp candidates will not be accepted. The role supports multiple concurrent projects and cross-functional teams spanning application development, IT operations, and information security. It involves coordinating project execution and user acceptance testing, managing project documentation and delivery risks, and working with stakeholders and subject matter experts to capture and maintain business, functional, and technical requirements.
Requirements
- Bachelor’s degree in Business Administration, Information Technology, Computer Science, Data Analytics, Data Science, or a related field.
- At least 8 years of IT-related experience.
- At least 3 years of Project Management experience.
- At least 2 years of Business Analysis experience.
- U.S. citizenship.
- Eligibility to obtain a sensitive clearance (Position of Public Trust); candidates without required clearance are subject to a federal government background investigation.
- Must have lived in the United States for the past five years and must not have more than six months of travel outside the United States within that period; military service is excluded.
- Ability to translate conceptual requirements into business and functional requirements.
- Experience gathering and documenting business and functional requirements.
- Familiarity with software or systems development lifecycles.
- Ability to multitask and effectively prioritize competing requirements.
- Excellent communication skills.
Nice To Haves
- Certification in Business Analysis or Project Management.
- Experience using ServiceNow and GitHub to manage task workflows, issue resolution, and milestone health across multidisciplinary technical teams.
- Experience with Agile project execution across multi-cloud infrastructure, virtual server environments, end-user systems, and AI service integrations.
- Experience monitoring project risks, POA&Ms, and milestones for FedRAMP compliance, Zero Trust controls, and enterprise network infrastructure upgrades.
- A track record of successfully managing multiple projects of varying scope, size, and complexity.
Responsibilities
- Develop, coordinate, track, and manage multiple simultaneous projects and initiatives of varying sizes.
- Support cross-functional project teams involving application development, IT operations, and information security.
- Work with subject matter experts to document user acceptance test plans and coordinate user acceptance testing.
- Document and track project changes, risks, and issues through resolution.
- Meet regularly with stakeholders to identify and document business, functional, and technical requirements.
- Maintain and update requirements documentation.
- Communicate changes to requirements and projects to stakeholders.
- Monitor project risks, POA&Ms, and milestones in support of compliance and infrastructure initiatives.
- Manage projects across development lifecycles from analysis through implementation.
