About The Position

At the Department of Opportunities and Social Development (OSD), we are a large and diverse department providing a broad portfolio of programs and services including Child and Family Wellbeing (CFW), Employment Support Services (ESS), Income Assistance (IA), Supportive Housing and Homelessness, and the Disability Support Program (DSP). Through our services, we advocate and help vulnerable Nova Scotians be independent, self-reliant, and secure. We work collaboratively across the province with a strong dedicated network of supports and staff, to achieve desired and shared outcomes for all. The Business Analyst, under the leadership of the Operations Manager, is responsible for providing analytical and problem-solving services to programs, Service Delivery, and the Operations Unit. As the Analyst, you will be responsible for documenting business needs and coordinating and/or completing changes necessary to meet those needs. You will be involved with the creation of, or changes to, existing systems, forms, and procedures. You will have a direct impact on projects, driving progress and enhancements to departmental outcomes and strategic priorities to best serve Nova Scotia's most vulnerable people.

Requirements

  • Completed a bachelor’s degree
  • Five (5) years of related experience
  • Experience designing and building a modern SharePoint Online site (intranet/portal) within Microsoft 365
  • Ability to exercise initiative, sound judgment, and assess risk when making decisions and recommending solutions
  • Flexibility and ability to multitask and manage a high business volume
  • Effective communicator (written and oral)
  • Superior analytical and problem-solving skills
  • Proficiency with computers and a variety of computer software, such as the Microsoft Suite (Word, Excel, Outlook, and Teams)

Nice To Haves

  • Experience in SharePoint architecture, site design, and custom development using SharePoint Framework (SPFx)
  • Designing and maintaining digital documents and content using Adobe Experience Manager (AEM)
  • Supporting case management systems
  • Release Management
  • User Acceptance Testing (UAT)
  • Certification or training in business analysis is highly desirable
  • Experience with Power Automate, Power Apps, and JavaScript

Responsibilities

  • Consulting with clients, evaluating current solutions/services, and recommending solutions
  • Supporting solution implementation
  • Leading the preparation and documentation of: business requirements, functional requirements, business cases, workflow process and data models
  • Designing and developing business requirements for solution changes
  • Developing and maintaining business process and "how to" material
  • Work with staff and with our technology team to ensure changes are monitored, tested, evaluated and ready for implementation.
