The candidate will provide part-time business subject-matter expert (SME) support to the OWPB Systems Support team in connection with the Foundation for the OWPB (Office of Work Program and Budget) Refactoring, Growth & Evolution (FORGE) initiative. The candidate's primary responsibility is to review brownfield documentation produced by the OWPB Systems Support team and contribute deep institutional knowledge of OWPB's Federal Aid, Obligation Authority (OA), Advance Construction (AC), Schedule A, and Financial Management business processes. The candidate will read and provide annotated review comments on documentation drafts, identify business-rule gaps and inaccuracies, clarify legacy system behavior and its underlying federal/state funding rationale, and participate in working sessions with the FORGE delivery team to transfer business context. The candidate will not author deliverables or lead documentation production but rather review and provide expert knowledge and comments on critical legacy processes. The candidate can engage with stakeholders outside the OWPB Systems Support team as necessary. This engagement is structured to retain and transfer OWPB business knowledge into FORGE documentation artifacts that will be produced and maintained by the OWPB Systems Support team.
