About The Position

The Business Subject Matter Expert (SME) provides part‑time advisory support for a business process modernization initiative focused on preserving and transferring critical institutional knowledge related to transportation work program and financial management operations. This role serves as a reviewer and advisor, validating documentation, clarifying business rules, and providing historical and operational context for legacy processes. The position works closely with business and technical teams to ensure documentation accurately reflects established program practices and regulatory requirements.

Requirements

  • Bachelor’s or Master’s degree in Computer Science, Information Systems, Business Administration, Public Administration, Social Sciences, or a related field, or equivalent work experience
  • 15 or more years of progressively responsible experience in transportation work program management, financial management, or federal aid program administration
  • Direct hands‑on experience with transportation work programs, Federal Aid reconciliation, Schedule A allocations, and financial management systems
  • Extensive experience reviewing and validating business processes and operational documentation
  • Strong understanding of government funding programs, budgeting, and resource allocation methodologies
  • Strong written and verbal communication skills
  • Experience collaborating with both business and technical stakeholders

  • Prior experience within a transportation department Office of Work Program and Budget environment
  • Experience supporting business process modernization, system replacement, or transformation initiatives
  • Experience working with legacy financial management systems and associated business processes

Responsibilities

  • Review business process documentation and provide detailed feedback, corrections, and clarifications
  • Validate documented business rules, workflows, and operational assumptions
  • Identify gaps, ambiguities, inconsistencies, and missing requirements within documentation
  • Ensure business process documentation accurately reflects current and historical operational practices
  • Provide subject matter expertise regarding Federal Aid programs, funding allocation processes, and financial management practices
  • Review and validate processes involving Obligation Authority (OA), Advance Construction (AC), and Schedule A allocations
  • Explain funding methodologies, allocation practices, and reconciliation processes
  • Clarify business rules governing financial management systems and work program operations
  • Participate in workshops, review sessions, and working meetings with project teams
  • Transfer institutional knowledge related to legacy systems, policies, and procedures
  • Respond to questions regarding historical business decisions, funding programs, and operational practices
  • Serve as a trusted advisor for business process interpretation and documentation accuracy
  • Interpret and explain complex business processes and operational requirements
  • Communicate business context to analysts, developers, architects, and project stakeholders
  • Review technical documentation to ensure alignment with actual business intent
  • Provide structured annotations and review comments to improve documentation quality
  • Research and interpret federal and state legislation impacting transportation funding and work program management
  • Explain regulatory and legislative drivers behind business processes and system behavior
  • Support accurate representation of business requirements within modernization initiatives
