The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence. DES is seeking an experienced and highly motivated individual to join our team as a Business Analysis Manager with the Information Technology Unit (IT). This position is responsible for ensuring the coordination of requested and required development, maintenance and modification to the information technology infrastructure of the Arizona Workforce Applications, such as the Jobs Automated System (JAS) and the Jobs Integrated Reporting System (JIRS). The position will manage professional IT employees and operate with little to no supervision in a complex IT environment, coordinate and oversee the budget requests, monitor and track project-related costs, and other relevant IT projects performed by the administration. This position will also conduct Workforce feasibility studies for enhancing, modifying, and replacing Workforce automated and manual processes, systems, and subsystems. This position will author and publish user and systems documentation, access and evaluate system performance, troubleshoot problems, and identify and resolve issues. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Requirements

  • Knowledge of expert level of information technology systems administration, the principles and practices of structures system analysis and design.
  • Knowledge of application program development practices and techniques, database and other file structures, hardware configuration, operating systems and equipment capabilities.
  • Skills in written and oral communication.
  • Skills in developing responsive and superior interpersonal relationships.
  • Ability to balance, prioritize and organize multiple tasks.
  • Ability to lead and manage medium to large teams, integrate new concepts and practices into strategic planning process.
  • Ability to operate various device configurations for personal computers.
  • Bachelor's Degree and/or 5 years of experience in business analysis or equivalent experience.
  • Candidate shall have or meet the requirements to obtain prior to their first day of employment, a valid Level One Arizona fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
  • Travel will be required for State business.
  • Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on State business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on State business shall maintain the statutorily required liability insurance (see Arizona Administrative Code [A.A.C.] R2-10-207.11).

Responsibilities

  • Manage professional IT Business Analysts who support the JAS and JIRS applications.
  • Support key business processes and applications, recommend business redesign when warranted.
  • Plan, manage/supervise and evaluate professionals including establishing work priorities and workloads.
  • Identify required resources to address operational changes.
  • Develop and execute comprehensive system test plans, conditions, test scripts and test cases.
  • Implement modifications made to the system and coordinate the implementation of changes with the technical support, security and DTS/vendor programming staff.
  • Prepare and deliver informative and well organized presentations and project status reviews to process owners, customers and other stakeholders.
