About The Position

The Business Administration Executive is a senior leader responsible for overseeing CMA’s administrative operations and infrastructure. This role provides strategic leadership across technology, facilities and capital projects, purchasing and vendor management, fleet operations, insurance and risk management, compliance, budgeting, and organizational infrastructure. The position ensures these functions are effectively aligned with CMA’s mission, strategic priorities, regulatory requirements, operational needs, and continued growth. The Business Administration Executive partners with executive leadership and department heads to strengthen operational efficiency, manage organizational resources responsibly, mitigate risk, and support the agency’s long-term sustainability.

Requirements

  • Bachelor’s degree in a relevant field; master’s preferred.
  • Seven to ten years of progressive management experience, preferably in a nonprofit, healthcare, human services, or similarly complex organization.
  • Experience leading multiple administrative functions, including budgets, contracts, capital projects, technology or cybersecurity, facilities, fleet, insurance, risk, and compliance.
  • Strong financial, analytical, negotiation, communication, problem-solving, people leadership, and cross-functional collaboration skills, with a commitment to CMA’s mission.

Nice To Haves

  • Knowledge of Medicaid, New York State OPWDD, HIPAA, privacy, and regulations governing services for individuals with intellectual and developmental disabilities preferred.

Responsibilities

  • Set strategy and governance for technology, cybersecurity, data protection, access, backup and recovery, equipment, telecommunications, applications and platform tools, document services, supplies, and related policies.
  • Oversee provider partnerships, vendors, contracts, assets, service levels, onboarding and offboarding controls, replacement planning, sourcing, negotiations, and cost savings.
  • Ensure CMA properties are safe, secure, accessible, clean, functional, and supported by effective preventive maintenance, inspection, repair, and tracking systems.
  • Lead renovations, expansions, major repairs, and capital planning; manage budgets, schedules, bids, contractors, approvals, permits, inspections, quality, and regulatory compliance.
  • Coordinate facility priorities with program leaders, control costs, and report major project progress to executive leadership.
  • Oversee fleet safety, policies, maintenance, acquisition, replacement, registration, inspection, disposal, driver compliance, costs, and program transportation needs.
  • Manage insurance coverage and renewals, claims, certificates, risk assessment, mitigation, and business continuity planning with leadership, brokers, and counsel.
  • Oversee the Agency Compliance Officer and maintain an independent, adequately resourced compliance program.
  • Ensure compliance with applicable laws, contracts, CMA policies, Medicaid billing and documentation, OPWDD regulations, HIPAA, privacy, recordkeeping, individual rights, incident reporting, safeguarding, and employee obligations.
  • Maintain controls to prevent, identify, investigate, report, and correct billing errors, overpayments, fraud, abuse, neglect, conflicts, and other violations without retaliation.
  • Review risks and findings, escalate significant matters, oversee corrective action and training, coordinate audits and investigations, and keep leadership informed of material developments.
  • Build scalable systems, policies, service standards, and performance measures; improve operations and plan infrastructure for new programs, locations, and growth.
  • Evaluate and streamline business processes to improve operational efficiency, service quality, accountability, and cost effectiveness across the organization.
  • Develop and manage operating and capital budgets, expenditures, purchasing and contract controls, cost analysis, reporting, and multi-year capital and equipment projections.
  • Lead and develop Business Administration and Compliance staff through clear goals, accountability, succession planning, recruitment, retention, collaboration, and continuous improvement.
  • Lead the strategic and operational management of CMA’s social enterprise, including business planning, financial sustainability, performance monitoring, workforce coordination, community partnerships, and alignment with the Agency’s mission.
  • Support CMA’s strategic plan, lead major organizational change, evaluate trends, and advise the CEO and Board on significant operational, financial, technology, facilities, risk, and compliance matters.
