About The Position

The Infrastructure Management team at the Department of Public Works has exciting new opportunities. Reporting directly to the Building Performance Lead, the Building Portfolio Specialist will be responsible for supporting building performance initiatives to support the Nova Scotia Environmental Goals and Climate Reduction Act. Working with project managers, engineers, trades personnel and building specialists, to improve asset management, facility operations, and maintenance, to reduce energy consumption and greenhouse gas emissions.

Requirements

  • Bachelor’s Degree and 5 years of related experience; or an equivalent combination of education, training and experience.
  • Knowledge of building systems, programs and software as per below would benefit: Electrical, Lighting, Building Automation Systems, Architectural and Structural, Mechanical including HVAC, Heating, and Conveying Equipment, Site and Site Components, Specialty Systems, i.e., Server Rooms, Humidification and Refrigeration systems
  • Excellent computer skills are required
  • Hands on experience in BOMA BEST®, RETScreen®, ENERGY STAR Portfolio Manager
  • Must be in possession of a valid Driver’s License that will allow you to frequent project sites regularly and independently
  • Exposure to various energy standards and codes including NECB, ASHRAE 90.1, and LEED, Zero Carbon Building Standards.

Nice To Haves

  • Completion of a 2-year Technologist diploma and seven (7) years of related experience.

Responsibilities

  • Providing independent, specialized professional expertise for the administration, management and delivery of energy conservation and efficiency initiatives for the provincial building portfolio.
  • Administering and supervising the mediation of concerns relating to energy conservation.
  • Planning, developing, evaluating, promoting, and monitoring new initiatives.
  • Analyzing and providing program recommendations through reports and advice to management.
  • Coordination and analysis of building operating expenditures for budgeting/forecasting purposes.
  • Developing work plans to improve building performance and reduce operational costs.
  • Facilitating program initiatives such as energy retrofit projects, energy assessments, LED lighting upgrades, fuel-switching projects, and controls upgrades.
  • Implementing energy efficient standards for heating, ventilating and air conditioning equipment, and the application of alternate, renewable, and sustainable energy systems, and other emerging technologies.
  • Providing specialized and/or administrative work in developing performance initiatives to support the Nova Scotia Environmental Goals and Climate Reduction Act.
  • Supporting and evaluating projects done by service providers through all stages of the project delivery.
  • Providing technical guidance when required on analyzing data from multiple sources to draw appropriate conclusions and make suitable recommendations.
  • Providing technical guidance when required on estimation & costing of the Preventive maintenance Program, budgeting, and finance tasks.
  • Providing technical guidance when required on acquiring, organizing, protecting, and processing data to fulfill business objectives.
  • Providing technical guidance when required on analyzing data trends for use in reports to help guide decision making.
  • Using comprehensive knowledge and skills to work independently while providing guidance and training to others on planning, organizing, prioritizing, and overseeing activities to efficiently meet business objectives.
