About The Position

Administer the budgeting process for the district. Perform advanced managerial work in supervising the daily operations and activities of the payroll and accounts payable processes. Monitor the use of funds and ensures conformance with district standards and expectations. Retirees of the Texas Teachers Retirement System (TRS) may apply. Consistent with district policy SD-7.17 “Employment of Retirees,” selected applicants are responsible for reimbursing the district, through payroll deduction, for the current rate of all TRS pension or TRS Care surcharges. As of September 1, 2025, the TRS pension surcharge rate is 16.5% and the TRS Care surcharge is $535/month.

Requirements

  • Bachelor’s degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE).
  • Major course work in Accounting, Business Administration, Finance or related field preferred.
  • Five years of full-time, wage-earning experience in the areas of budget preparation and analysis, accounts payable, payroll, data or statistical analysis, auditing, accounting, policy development or research is required.
  • Two years of experience in a leadership/supervisory role is required.
  • Knowledge of financial applications and accounting principles and practices.
  • Knowledge of local, state, and federal laws and regulations relevant to financial operations.
  • Ability to evaluate management problems and develop and present alternative solutions.
  • Ability to comprehend and implement policies, regulations and procedures.
  • Excellent oral and written communication skills with the ability to convey ideas and instructions clearly and concisely.

Nice To Haves

  • Each year of experience as described below in excess of the required five years may be substituted for thirty semester hours from an accredited college or university on a year for year basis.
  • Full-time work experience in state government finance areas is preferred.
  • Experience with executive and legislative budgetary procedures preferred.
  • Ability to use Microsoft Office Suite or equivalent to include word processing, spreadsheet database or presentation software programs preferred.

Responsibilities

  • Prepare and issue budget preparation documents to campus/departments and formulate the district budget document for Board approval.
  • Monitor the travel reimbursement process to ensure compliance with policies and procedures.
  • Manage the activities of the accounts payable staff and resolve problems as needed.
  • Manage the district’s payroll processing activities.
  • Manage the preparation of reports for the Teacher Retirement System (TRS) and monthly transfer of funds to the Internal Revenue Service (IRS).
  • Maintain accurate count of approved positions for budget purposes.
  • Prepare and maintain monthly financial projections to support budget management and organizational planning.
  • Oversee the operation of the motor pool fleet, including vehicle assignments, preventive maintenance, repairs, fuel usage and fleet utilization.
  • Provide staff development sessions for staff across the district as needed.
  • Communicate and guide staff as needed regarding accounting processes.
  • Assist in the development and implementation of the departmental policies and procedures to ensure compliance with state and federal laws, rules, and regulations concerning the fiscal management of state and federal funds and resources.
  • Prepare and compile reports, records and other documents required for all federal grant or state funds as needed.
  • Maintain confidentiality in handling sensitive information received in the performance of the job duties.
  • Perform duties in a professional manner through daily, punctual attendance at location of work assignment.
  • Follow Windham School District policies and procedures in completing assigned job duties.
  • Execute duties in a professional, ethical and responsible manner as defined in 19 TAC Chapter 247, Code of Ethics and Standard Practices for Texas Educators.
  • Manage, evaluate and supervise staff assigned to the accounts payable and payroll sections of the Department of Business Services.
