The Virginia Department of Social Services, Division of Family Services is currently seeking a Budget and Operations Manager. This position is responsible for providing operational budgetary and management support programmatically and administrative functions of the Division of Family Services. Maintain high level of budget controls for the Division. Responsible for full range of budget execution activities including developing budget targets and local allocations consistent with appropriations, monitoring and projecting of expenditures, analyzing problem areas and possible solutions, recommend adjusting appropriations as necessary within state and federal guidelines, and monitoring of grant funds availability. Supervises a team of fiscal analysts that track and manage all aspects of the division budget including processing timely and accurate payments of expenditures. Interprets, and applies state and federal policies and procedures for funding. Plan and coordinate activities and implement administrative management activities. Serve as the Human Resource liaison for the Division of Family Services.

Requirements

  • Considerable working experience in budgeting and operational management.
  • Demonstrated experience with supervising a team of fiscal analysts that track and manage all aspects of the division budget including processing timely and accurate payments of expenditures.
  • Demonstrated ability to manage a budget comprised of federal and state funding.
  • Experience with state and federal laws, rules, and regulations regarding business management and funding sources.
  • Knowledge of programs, operations, and administrative policies and procedures, laws, rules, and regulations for programs, funding sources, and Procurement guidelines for RFPs, RFAs, Sole Source, MOU, MOA and other agreements for goods and services.
  • Comprehensive experience in office and business practices and procedures sufficient to be able to perform duties without supervision.
  • Knowledge of various software and computer programs specifically for budgetary and financial activities and statistical reports of operational activities.
  • Demonstrated ability to communicate effectively in writing, such as special reports and communicate orally.
  • Ability to exercise independent decisions and judgement regarding daily operational functions including prioritize, plan, and organize with little to no supervision.
  • Ability to manage the flow for human resource activities for the Division.
  • Demonstrated ability to work with all levels of employment, and all diverse groups.

  • Research, evaluate, and ensure compliance of procurement and state and federal guidelines are met and accountable as it relates for budgetary and human resource activities.
