Requirements

3 to 10 years of experience performing duties described in the functional description
Excellent communication and interpersonal skills—verbal, non-verbal, written, and listening—for staff, customer, and organizational level communications, both formal and informal
Ability to perform all functional duties independently, self-starter
Working knowledge and use of Microsoft Office suite programs, MS Word, Excel, Access, PowerPoint, and SharePoint
Knowledge of FMS financial policies and procedures is required
Degree: BA/BS degree.
Condition of Employment: Applicant must have an active DoD Secret Clearance.
The applicant must have US citizenship at the time of application.

Nice To Haves

2 years’ experience within Department of the Navy (DoN)
Financial management experience should include financial analysis of business programs including: Development of cost estimates, program status reports
Knowledge of Department of Defense (DoD) Financial Management Regulations (FMR)
Federal Acquisition Regulation (FAR)
Planning, Program, Budgeting, Execution (PPBE) process
2 years’ experience with DoN procurement policies and procedures
Experience with: Foreign Military Sales (FMS) Case documents, Obligation and expenditure phasing plans
Experience in: Navy Enterprise Resources Planning (NERP), Defense Security Assistance Management System (DSAMS), Management Information System for International Logistics (MISIL), Other DoN financial automated accounting & budgeting systems
Allowable Substitution: Associate’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree or Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree.
