About The Position

QED Systems, LLC, is currently recruiting a Budget Analyst to join our team at the Pentagon in Arlington, VA to support our HQDA G-3/5/7 Support Services contract. This role involves serving as a Subject Matter Expert (SME) on Army Cyberspace Operations (CO) programs, providing expert financial analysis and recommendations. The analyst will perform advanced financial analysis and reporting using tools like cPROBE, Tableau, and MS Excel to develop automated reports and monitor program execution. They will prepare, analyze, and present high-level program and financial data to support senior leader decision-making, and are responsible for developing and justifying resource requirements, creating concise briefings and reports. The position requires developing detailed requirements input documents for the Army Cyberspace and IO MDEP in the POM process, and preparing MDEP briefings with comparison charts and analysis of funding changes. The analyst will interface with the Training Program Evaluation Group MDEP Analyst and provide automated reports and databases for monitoring resource utilization in cyber and IO programs, contributing to Congressional and DoD reporting requirements. Support will be provided for Cyber and IO requirements development for Program Budget Reviews (PBR) and Unfinanced Requirements (UFR) supplemental budget requests, including tracking program execution. Expertise will be applied to analyze metrics for Measures of Performance and Measures of Effectiveness in funded programs. The role includes assisting in coordinating with the DoD CIO and Army organizations for total Army IO and Cyber asset visibility, manpower, and resources via data calls and updates to OSD SNaP-IT. Interface with G-3/5/7 Resource Management analysts is required for data collection, financial functions, and tracking DAMO-SO funds execution. Assistance will be provided in preparing automated Budget Execution Request Forms (BERF) and coordinating with Resource Management Budget Analysts for timely execution of Military Interdepartmental Purchase Requests and other funding instruments. The analyst will assist the Government in providing financial data for Cost Benefit Analyses (CBAs) and COA development for proposed Cyber/EW/IO requirements, and research new requirements to assist in developing concept plans for manpower document changes and organizational improvements. Automated reports will be generated from databases like cPROBE for asset visibility and to support responses to various requests for capability funding information. Work-sets will be developed for submission to TT-PEG for changes to cyberspace and IO Management Decision Package funding and requirements lines during the POM process. Participation in program reviews and working groups on strategy, policy, and requirements is expected, with expert qualitative and quantitative analysis of financial information to assist with initiatives and policies. Findings will be reported with recommendations to senior leaders in various formats. A Continuity Book for the position must be created and maintained.

Requirements

  • Must possess and apply a deep understanding of Army Command & Force Structure and the PPBE process.
  • Demonstrated mastery of cPROBE, Tableau, and MS Excel (including pivot tables and advanced functions).
  • Must exhibit a high degree of professional judgment and initiative.
  • Expected to work collaboratively within a team setting and leverage all available resources to independently solve problems and deliver accurate results with minimal supervision.
  • Detail-oriented with excellent technical, verbal, and written communication skills.
  • Must have the ability to work within Government-provided software packages with emphasis on MS Office products, for example, Outlook, Word, SharePoint, PowerPoint, and Excel.
  • Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.
  • Ability to focus on Mission requirements while tracking multiple competing priorities.
  • Require minimal supervision in the fast-paced, critical environment of the Army Headquarters.
  • Must be proficient in the Enterprise Task Management Software Solution (ETMS2) (formerly Task Management Tool).
  • Ability to clearly articulate analysis through both oral and written communication.
  • Ability to provide executive, technical, and administrative support to senior leaders.
  • Experience with Multinational, Interagency on the Army/Joint Staff and/or Major Army Commands in Policy, Bi-lateral exchanges, proficient in planning and execution of working groups.
  • Operational experience using standard automated toolsets to perform duties.
  • Ability to assist with drafting Army EXORDs, FRAGOs, meeting minutes and EXSUMs and strategic documents.
  • Have a working knowledge of the PPBE system used within the DoD. Knowledge shall include information provided in AR 1-1 (Planning, Programming, Budget, and Execution) and DoD 7000.14-R (Financial Management Regulation).
  • Have a working knowledge of Army and OSD financial databases and provide tailored extracts for financial reporting, updates to technical POM data.
  • In coordination with CIO/G-6, Army Cyber Command and Army G-8 PAE, support the continuous maintenance of the SNaP-IT for the Cyberspace portion of the IT budget.

Responsibilities

  • Interface with the Training Program Evaluation Group MDEP Analyst to ensure all POM requirements are current and provide supported organizations with timely requirements information, updates, and input templates.
  • Provide automated reports and procedures, including the development of unique databases for monitoring the effective use and execution of resources within cyber and IO programs, and provide analysis as input to Congressional and DoD reporting requirements on cyber and IO capabilities.
  • Provide support to Cyber and IO requirements development for Program Budget Reviews (PBR) and Unfinanced Requirements (UFR) supplemental budget requests.
  • Track and provide updates on program execution.
  • Provide subject matter expertise for analysis and metrics to assess Measures of Performance and Measures of Effectiveness in all cyberspace and IO MDEP funded programs.
  • Assist in coordinating with the DoD CIO and Army organizations to maintain total Army IO and Cyber asset visibility, manpower and resources through periodic data calls and updates to the OSD SNaP-IT.
  • Interface with the G-3/5/7 Resource Management analysts to include, but not limited to, collecting and analyzing data, financial functions, and provide continuous tracking and visibility of DAMO-SO funds execution.
  • Assist with the preparation of automated Budget Execution Request Forms (BERF) and coordinate with G-3/5/7 Resource Management Budget Analysts for the timely execution of Military Interdepartmental Purchase Requests and other DAMO-SOI funding instruments to ensure timely program execution and the implementation of contracts.
  • After adequate analysis, assist the Government in providing required financial data for the preparation of any Cost Benefit Analysis (CBAs) needed for proposed Cyber/EW/IO requirements.
  • Assist with COA development to enable senior leaders to make resource-informed decisions.
  • For new requirements, research requirements and assist in the development of concept plans for manpower document changes and organizational improvements.
  • Provide automated reports from existing databases such as cPROBE for maintaining asset visibility of Cyber, IO and EW manpower, funding and requirements and to support responses to Congressional, OSD and Army requests for capability funding information.
  • Develop work-sets for submission to TT-PEG for changes to the cyberspace and IO Management Decision Package funding and requirements lines during the POM process.
  • With Government coordination, participate in selected program reviews, working groups on strategy, policy, and requirements in current and future programs.
  • When the Government provides financial information, conduct expert qualitative and quantitative analysis to assist with initiatives and policies.
  • Report on findings and make expert recommendations to the Government in a variety of formats such as correspondence, reports, position papers, fact sheets, briefings, and memorandums for general officers and senior executive civilians within the DoD.
  • Create and maintain a Continuity Book for this position that is easily accessible to the other staff in the office area. The first draft of the book is due to the COR within fifteen (15) days after contract award and updating the Continuity Book monthly.
