About The Position

The Budget Analyst I assists in the collection, analysis, and reporting of data to support the development of SEPTA's annual financial operating budget. This role provides foundational support for departmental budget submissions, organizational health initiatives, and the maintenance of financial databases and tracking systems. The analyst works under close supervision to perform routine tasks and contribute to the overall efficiency and effectiveness of the division.

Requirements

  • Bachelor’s degree required, along with at least one (1) year of experience in administrative or analytical work.
  • Strong analytical, problem-solving, written, and verbal communication skills required.
  • Excellent organizational skills and the ability to work under pressure.
  • Must be detail-oriented, methodical, and able to work both independently and as part of a team.
  • Proficiency in Microsoft Office Suite required, including Access, Word, Excel, PowerPoint, and other relevant applications.

Responsibilities

  • Assist in the collection and analysis of data required for the development of the Authority’s annual financial operating plan.
  • Research and prepare external presentations to support budget proposals and related issues.
  • Assist in the development and publication of SEPTA’s annual operating budget proposal and final budget document.
  • Establish and maintain comprehensive departmental databases and reports for ridership, miles of service, and operator pay hours, supporting Authority-wide manpower planning and budgeting.
  • Develop annual service cost projections for the fiscal year.
  • Assess the impact of budget adjustments on transit service and prepare detailed cost and operating data for SEPTA budgets and related reports.
  • Determine unit costs for route performance evaluation in accordance with SEPTA and PennDOT service standards.
  • Develop and maintain route operating ratios.
  • Prepare the annual report allocating operating expenses to transit routes and Regional Rail branch lines.
  • Calculate costs associated with proposed new routes, route extensions, or service modifications.
  • Provide financial operating information to managers in the Operations Divisions.
  • Complete operating statistics sections of the Federal Transit Database and quarterly PennDOT UGL reports.
  • Coordinate with the Service Planning Department on all schedule changes and service modifications.
  • Perform special assignments and other duties as directed.
