About The Position

This is a professional budgeting position within the Florida Department of Veterans’ Affairs requiring the exercise of independent judgment in the performance of complex budgetary duties. The incumbent provides technical guidance to staff and responds to complex budgetary questions on behalf of the Budget Supervisor when needed. The position reports to the agency’s Budget Supervisor.

Requirements

• Four years of professional experience in budgeting, accounting, auditing or financial planning or analysis work.
• Successful completion of the due diligence process to include, but not limited to, a Level II background check.

• Experience preparing journal entries in a financial management or accounting system.
• Experience conducting financial research using web-based resources.

Responsibilities

• Responsible for compilation, analysis, reporting, and monitoring of agency’s budget related activities:
• Prepares the monthly Budget Report for all budget entities, updates and reconciles supporting workbooks to the Schedule of Allotment (DMAR052 and DMAR053) reports.
• Creates and edits budget amendment narratives, ensuring that supporting documentation are clear, concise, and compliant with statutory and budgetary requirements.
• Analyzes historical expenditure, revenue, staffing, and spending trends to identify variances, forecast fiscal impacts, and provide recommendations that support agency budget planning and executive decision making.
• Develops financial models, projections, and ad hoc analyses to evaluate budget performance, estimate future funding requirements, identify emerging fiscal risks, and support strategic planning initiatives.
• Monitor budget authority, appropriations and releases, and gathers information to support budget amendments.
• Assists with the preparation of the agency’s annual Legislative Budget Request by developing supporting analyses, preparing schedules, and interpreting budget issues to promote consistent applications of budget policies and procedures.
• Create budget allocation, approved budget, and release transactions for entry into the State financial management system (FLAIR/PALM).
• Prepares complex Excel workbooks, financial models, dashboards, and analytical reports for the agency executive leadership, the Executive Office of the Governor’s Office of Policy and Budget, the Florida Senate, and the Florida House of Representatives.
• Assists with facilities weekly Office of Policy and Budget meetings and agency spending plan meetings.
• Assists with planning workloads, workflows, deadlines, work objectives and time utilization within the budget unit.
• Reviews fourth-level schedule of allotments reporting monthly, identifies discrepancies, and recommends corrective actions to the Budget Supervisor.
• Serves as the back-up reviewer for Purchase Requests for all budget entities, ensuring budgetary coding is accurate, sufficient budget authority is available, and funding is properly allocated before approval.
• Assists with the agencies transition from the FLAIR system to Florida PALM, including system testing, data validation, business process improvements, and implementation activities as assigned.
• Perform other duties as assigned.
